TBL sustainability principles in every step of its <br />development. The criteria that were used to prioritize <br />potential projects and programs in this plan were <br />broadened to include public health and safety, <br />community context and neighborhood character, <br />climate and energy, and cost effectiveness to ensure <br />that the plan adequately addresses the many aspects <br />of the economy-equity-environment triple bottom <br />line. <br />The 2035 TSP supports equity and social prosperities in <br />several ways. This plan supports the provision of <br />complete transportation networks that serve all <br />travelers of all ages, abilities, and incomes. Everybody <br />should have safe and efficient access to employment, <br />education, services, and recreation. The 2035 TSP <br />promotes the services and projects that will result in <br />sufficient options to meet these needs. This plan also <br />calls for assurances that costs and benefits of <br />transportation improvements are shared equitably <br />over time, both geographically throughout the city and <br />among populations of different economic strata, races, <br />and ethnicities. <br />The 2035 TSP supports the continued growth and <br />vitality of the local and regional economy. <br />Transportation infrastructure investments on key <br />corridors will support the projected employment base <br />and freight movements as well as improve multimodal <br />access to the airport and train station. The 2035 TSP <br />removes a barrier to planned growth by adjusting <br />Levels of Service for traffic to more realistic levels, <br />levels that reduce reliance on automobile travel and <br />permit levels of development desired by the <br />comprehensive land use plan. <br /> <br />(d)The transportation system shall <br /> <br />The alternatives analysis summarized in Chapter 3 and <br />minimize conflicts and facilitate connections <br />Appendix D (Alternatives Evaluation Process) include <br />between modes of transportation; and <br />an evaluation of the potential for intermodal <br />connections and minimization of conflicts.
