Goal 1: Create an integrated transportation system that is safe and efficient; <br />supports the Metro Plan <br />fossil fuel consumption, and other City land use and economic development <br />goals; reduces reliance on single-occupancy automobiles; and enhances <br />community livability. <br />Goal 3: Strengthen community resilience to changes in climate, increases in fossil <br /> <br />fuel prices, and economic fluctuations by making the transportation networks <br />diverse, adaptable, and not reliant on any single mode. <br />Policy: Support the use of more highly fuel efficient and electric, hydrogen cell, and non- <br /> <br />motorized vehicles. <br />The proposed amendment will further support and enhance the Metro Plan Energy Element by <br />considering environmental impacts and energy usage when planning and implementing <br />transportation system. The 2035 TSP also supports higher densities for new and redeveloped <br />properties, creating a more livable community and supporting frequent transit service. The proposed <br />amendment are consistent with this Metro Plan Element. <br /> <br />K. Citizen Involvement Element <br /> <br />The Citizen Involvement Element of the Metro Plan recognizes that active, on-going, and meaningful <br />citizen involvement is an essential ingredient to the development and implementation of any successful <br />planning program. A Public Involvement Program for the update of the 2035 Eugene Transportation <br />System Plan was developed in preparation of the project. This program was reviewed and endorsed by <br />the Committee for Citizen Involvement (i.e. the Eugene Planning Commission). The program outlined <br />the information, outreach methods, and involvement opportunities available to the citizens during the <br />process. Details of the process are included in the Statewide Planning Goal 1 finding of this report. The <br />proposed amendment is consistent with the Metro Plan Element. <br /> <br />Conclusion: <br />Based on the above findings, the proposed Metro Plan amendments, TransPlan amendments and 2035 <br />TSP adoption are all consistent with EC 9.7730 and Lane Code 12.225. <br /> <br />II.Repeal of the Central Area Transportation Study (CATS) <br /> <br />Ordinance No. 20322 (May 24, 2004), adopted the policies in the 2003 Central Area Transportation <br />Study (CATS) as a refinement to the Eugene-Springfield Metropolitan Area General Plan. The adoption of <br />the CAT <br />CATS was intended to further refine TransPlan for a specific geographic boundary within Eugene. The <br />2035 TSP updates and replaces the policies and proposed implementation strategies set forth in CATS. <br />With an up-to-date Eugene-specific transportation system plan, CATS is no longer needed and should be <br />repealed. <br />9.8424: <br /> <br />9.8424 Refinement Plan Amendment Approval Criteria. The planning commission shall evaluate <br />proposed refinement plan amendments based on the criteria set forth below, and forward <br />a recommendation to the city council.
