Another TSP 2035 issue is seeking to make all Eugene streets “complete streets.” The <br />terrain of some locations is incompatible with becoming complete streets. One size fits all <br />is foolish. There needs to be room in these planning goals for “common sense”. <br />Intermingling bicycles and automobiles everywhere is less desirable than seeking ways to <br />serve bicycle traffic as safely as possible, with bike lanes. We have space problems on our <br />existing streets, but having bikes riding directly adjacent to autos is not the most safe or <br />desirable planning decision. Greater input from the public will lead to better solutions. <br />The recent report by Chris Henry to the City Council about how wonderfully the re- <br />striping experiment is working on South Willamette Street is flawed, because no traffic <br />measurements were done on surrounding streets, previous to the experiment, and thus <br />no comparison can be made between then and now. Large amounts of traffic is now <br />diverted onto surrounding neighborhood streets like W 29th Avenue. The same situation <br />now exists on streets adjacent to Hilyard St and will be exacerbated by the Amazon <br />Corners development. <br />Despite the “happy talk” in Planning documents, the “public interest” is not being <br />served by the Planning Department. This is clearly seen in public meetings by the <br />outrage expressed by neighborhood residents in opposition to Planning Department <br />proposals and decisions. An example of Planning Department malfeasance is the large <br />amount of money spent by Planning and their clear manipulation of neighborhood <br />intentions for the improvement of the South Willamette business corridor by the <br />Friendly Area Neighborhood that was transformed (at great expense) into the SW-SAZ <br />that sought to change residential zoning. The City of Eugene is not controlled by <br />authoritarian rule. Decision makers need to hear the voice of the public, not the voice of <br />special interests. <br />Planning expresses the intention for Downtown to have the tallest buildings. Why, for <br />example, did the new Whole Foods store get built as one-story, not with many floors of <br />residential housing above the store? The on-going City Hall fiasco is another <br />demonstration of the incompetence of City government. Urban renewal for downtown <br />and the City budget is hidden from public view as are other issues that demonstrate the <br />malfunctioning City government. We need “common sense” decisions that enjoy public <br />support, not authoritarianism throwing out manipulative handfuls of candy to the <br />gullible. <br />To recap, do not lower the TSP Level of Service from D to E.
