Pavement Preservation Program (PPP) - This is the current capital project program to preserve <br />Eugene s improved street system. This program was <br />initiated in 2003 and, until passage of the 2008 flow <br />and 2012 street repair bonds, was predominately <br />funded with local fuel tax revenue and the Pavement Life Cycle — City of Eugene <br />Transportation Service Profile Presentation <br />reimbursement fee component of transportation <br />system development charges. <br />Reclaimed Asphalt Pavement (RAP) - <br />Reclaimed asphalt pavement is the grindings <br />from the existing pavement during the inlay <br />process described above. While reclaimed <br />asphalt materials can be used as base rock <br />and shoulder materials, the most common <br />and effective use of this material is to <br />supplement virgin materials used to make <br />new asphalt pavement and reduce the use of <br />costly asphalt binder. In Oregon, it is common <br />to specify up to 30 percent of asphalt <br />pavement can be made up of reclaimed <br />asphalt pavement. Other reclaimed asphalt <br />materials, such as shingles, can also be used <br />to replace virgin asphalt binder in pavements. <br />Paving on Spring Blvd <br />Reconstruction — Once the street has deteriorated to the point that it can no longer be repaired <br />with an inlay or overlay, it is repaired by reconstructing the pavement and underlying base. <br />Traditional reconstruction involves digging up the existing pavement, any existing base rock, and <br />subsurface soils to the depth that will accommodate a new pavement structure. As discussed <br />above, in-place recycling may sometimes be used as an alternative to traditional reconstruction. <br />Reconstruction is the most expensive of the repair options, which is why the City prioritizes <br />preserving streets before they reach the point of needing reconstruction. Reconstruction may be <br />four to five times more expensive than an inlay treatment. <br />Warm Mix Asphalt - Warm mix asphalt pavement is identical to conventional hot mix asphalt <br />pavement, except that through a special mixing process it is produced at a temperature <br />approximately 50 to 100 degrees cooler than conventional hot mix asphalt. In Eugene, all asphalt <br />concrete producers have retrofitted their plants to produce warm mix asphalt using a water - <br />foaming process. The foaming process allows temperature reductions of approximately 50 <br />degrees. This reduction in temperature has several advantages: <br />
