Attachment C <br />WRITTEN STATEMENT <br />ANNEXATION <br />NOVEMBER 25, 2016 <br />This application proposes an annexation for Tax Map 17-04-11-12, Tax Lot 00302 and 00303. <br />All properties are located inside the Metro Plan boundary and are zoned Residential 1. The subject <br />sites are currently adjacent to City of Eugene incorporated land (Tax Map 17-04-11-12, Tax Lot <br />00144). The purpose of the annexation is to allow new home construction on each individual property. <br />The following describes how the proposed annexation conforms to the Eugene Code: <br />9.7825 Annexation — Approval Criteria The city council shall approve, modify and approve, or deny <br />a proposed annexation based on the application's consistency with the following: <br />(1) This land proposed to be annexed is within the city's urban growth boundary and is: <br />(a) Contiguous to the city limits; or <br />(b) Separated from the city only by a public right of way or a stream, bay, lake or other <br />other body of water. <br />All properties to be annexed are within the urban growth boundary and contiguous to <br />the city limits. <br />(2) The proposed annexation is consistent with applicable policies in the Metro Plan and <br />in any applicable refinement plans. <br />The properties are within the Metro Plan and require key urban facilities and services <br />to be available. <br />*Electrical service is provided by EWEB. An underground transformer is available <br />for connection across Wisteria Street. <br />*Water service is provided by EWEB. A water main is accessible on Wisteria Street. <br />*The City of Eugene currently has an 8" waste water main located on Wisteria <br />Street. <br />*Santa Clara RFPD services are currently provided to the subject properties; <br />however upon annexation, these properties will be automatically withdrawn, and <br />fire protection will be provided by the Eugene — Springfield Fire & EMS <br />Department. <br />*The city stormwater system consists of an 8" main and curb inlets in Wisteria <br />Street. <br />(3) The proposed annexation will result in a boundary in which the minimum level of key <br />urban facilities and services, as defined in the Metro Plan, can be provided in an orderly, <br />efficient, and timely manner. <br />As mentioned, public services are in place and readily available to the parcels proposed <br />for annexation. Because of the proximity to the urban facilities, services can be <br />provided in an orderly, efficient, and timely manner. <br />
