Except for areas that have no fire protection, affected property owners have <br />signed consent to annex agreements with the applicable city consistent with <br />Oregon annexation law. <br />Such annexations shall be considered as interim service delivery solutions until ultimate <br />annexation to a city occurs. <br />20. When unincorporated territory within the UGB is provided with any new urban <br />service, that service shall be provided by the following method (in priority order). <br />a. Annexation to a city; <br />b. Contractual annexation agreements with a city; <br />c. Annexation to an existing district (under conditions described previously in Policy <br />#19); or <br />d. Creation of a new service district (under conditions described previously in Policy <br />#14). <br />
