No public right-of-way <br />would be annexed as part of this request, and it is noted that the portion of Wilkes Drive adjacent <br />to the property has already been annexed. <br />The property is zoned R-1 Low -Density Residential with /UL Urbanizable Lands Overlay Zone and <br />is designated for low-density residential use in the Metro Plan. The applicable refinement plan is <br />the River Road - Santa Clara Urban Facilities Plan, which also designates the property for low- <br />density residential use. Annexation will allow for future development consistent with the <br />property's designation and the Eugene Code. Plans for future development of the site are not <br />included as part of this annexation application, and any land division of the property will be <br />subject to a separate, future public process. <br />BACKGROUND <br />To encourage compact urban growth and sequential development within Eugene's urban growth <br />boundary, the Metro Plan provides that ultimately all land within the urban growth boundary will <br />be annexed into the city and provided with a minimum level of urban services. Approval of <br />annexation requests are based on the criteria at Eugene Code (EC) 9.7825 which require that (1) <br />the land proposed to be annexed is within the city's urban growth boundary and is contiguous to <br />the city limits or separated from city limits only by a right-of-way or water body; (2) the proposed <br />annexation is consistent with the applicable policies in the Metro Plan and in any applicable <br />refinement plans and (3) the proposed annexation will result in a boundary in which the minimal <br />level of key urban facilities and services can be provided in an orderly, efficient, and timely <br />manner. Findings demonstrating that the annexation request is consistent with these approval <br />criteria are included as Exhibit C to the resolution (Attachment B). <br />To provide nearby property owners and residents an opportunity to review and comment on this <br />annexation request, public notice for this annexation request was provided to all owners and <br />occupants of property within 500 feet of the subject property, and the affected neighborhood <br />
