EUGENE CITY COUNCIL <br />AGENDA ITEM SUMMARY <br />H <br />Action: An Ordinance Providing for Withdrawal of Annexed Properties from the <br />Santa Clara Rural Fire Protection District, the Santa Clara Water District, the <br />Willakenzie Rural Fire Protection District, the Lane Rural Fire/Rescue District, the <br />Junction City Water Control District, the River Road Park & Recreation District, the <br />River Road Water District, and the Eugene Rural Fire Protection District 1 <br />Meeting Date: March 13, 2017 <br />Department: Planning and Development <br />www.eugene-or.gov <br />ISSUE STATEMENT <br />Agenda Item Number: 4 <br />Staff Contact: Erik Berg -Johansen <br />Contact Telephone Number: 541-682-5437 <br />The City Council is scheduled to take action on this request to withdraw previously annexed <br />properties from special districts. <br />BACKGROUND <br />The purpose of the ordinance is to remove annexed properties from the tax rolls of special service <br />districts, which in this case are the Santa Clara Rural Fire Protection District, the Santa Clara <br />Water District, the Willakenzie Rural Fire Protection District, the Lane Rural Fire/Rescue District, <br />the Junction City Water Control District, the River Road Park & Recreation District, the River Road <br />Water District, and the Eugene Rural Fire Protection District 1. State law and local code require <br />annexed properties to withdraw from special service districts through a separate process after the <br />annexation of those properties becomes effective. <br />Annexation of these properties was approved by council over the previous year, at the request of <br />the property owners. The City is now providing urban services to these properties; however, they <br />remain on the tax rolls of special service districts until withdrawn. These withdrawals come <br />before the council on an annual basis. This batch contains ten annexations previously approved by <br />City Council (for a total of 16 tax lots). Timing for adoption of the ordinance is critical. State <br />statutes provide that any properties to be withdrawn must be withdrawn by March 31, 2017; <br />otherwise those properties will remain on the tax rolls of special service districts until July 2018. <br />The City Council held the required public hearing on this item on February 21, 2017. No public <br />testimony was received at the public hearing. Following the hearing, Councilor Clark asked for <br />staff to provide what percentage of the special districts' budgets these represent and how many <br />properties are within each special district. In consultation with Lane County Assessment and <br />Taxation, staff has provided this information in Attachment A. <br />
