8th Avenue, Lincoln Street, and Washington Street <br />Project Description: This project consisted of rehabilitation of two streets in the Downtown <br />Neighborhood Association neighborhood in Council Ward 1. A third street funded by local gas - <br />tax was also included in the contract. <br />• 8th Avenue from Lincoln Street to Monroe Street, funded by local gas -tax <br />• Lincoln Street from 13th Avenue to 5th Avenue <br />• Washington Street from 13th Avenue to 8th Avenue <br />Treatment Methodology: <br />• Lincoln Street was rehabilitated by removing the existing pavement and repaving over the <br />existing subgrade with 2 to 3.5 inches of asphalt. The intersections were reconstructed at <br />8th Avenue, Broadway, and 12th Avenue. <br />• Washington Street was rehabilitated by utilizing select panel replacement between 8th <br />Avenue and 11 th Avenue. The travel lanes between 11 th Avenue and 13th Avenue were <br />reconstructed using 10 inches of concrete on top of a 12 inch layer of aggregate. <br />Costs: Total project costs, from all funding sources, are estimated at $2,198,000. <br />Preliminary Estimate based on Pavement <br />Management System (PMS) Surface Evaluation = $1,143,000 <br />Total Projected/Actual Bond Funds Used = $1,210,000 <br />Difference = ($67,000) <br />Bicycle and pedestrian bond funds were used to add a marked buffer zone between the parking <br />lane and the bicycle lanes on Lincoln Street between 5th Avenue and 11th Avenue. The total <br />amount of bond funds used for bicycle and pedestrian improvements on this project were <br />approximately $12,000. <br />Additional Sources of Funding: Local gas -tax for non -bond street paving, stormwater and <br />wastewater utility funds. <br />Project Photo: <br />Completed Paving Lincoln Avenue <br />
