Owners of all apartment units, mobile home parks, and other <br />multiple -unit buildings shall submit or cause to be submitted to the City a legible <br />map indicating the locations and numbers of all units. <br />14.3 No owner, agent or other person having control of a dwelling or business <br />building shall refuse or neglect to permanently number the same prior to the request for a <br />final building inspection required by Chapter 8 of the Eugene Code, 1971, or a code or rule <br />adopted thereunder. (For purposes of this subsection and subsection 14.6, "having control <br />of includes a person occupying or utilizing the building or unit under a rent or lease <br />agreement.) <br />14.4 Numbering shall be temporarily installed in compliance with subsections <br />14.2.1. and 14.2.2. of this section, on any construction site or upon any structure under <br />construction prior to any call for an inspection required by Chapter 8 of the Eugene Code, <br />1971, or a code or rule adopted thereunder. <br />14.5 Dwellings and business buildings in annexed areas shall be numbered in <br />accordance with subsections 14.2.1. and 14.2.2. of this section and to conform to the city's <br />block numbering system. <br />14.6 Notice of a proposed address number change by the City shall be provided <br />to the owner, agent, or other person having control of a dwelling or business building. The <br />notice shall inform the recipient of the City's intent to change the subject address 30 days <br />from the date of the notice and the reason for the change. The owner, agent or other person <br />having control of the dwelling or building shall be given ten days from the date of the <br />notice to comment in writing on the proposal. The proposed address change shall become <br />effective 30 days from the date of the notice, unless the City determines from the comments <br />received in response to the notice that the proposed change does not conform to City <br />standards or should be delayed for practical reasons. In cases where proposed address <br />changes are corrected in response to comments, the corrected address shall become <br />effective as of the effective date of the original notice or a new date established by the City. <br />It shall be sufficient to show notification that the notice be delivered personally or mailed <br />by certified mail, restricted delivery, return receipt requested, to the last known address of <br />the owner or agent, or to the person having control at the address of the affected structure. <br />14.7 The foregoing provisions may be enforced by the Building Official, his/her <br />designee, the Fire Marshal, his/her designee, police officers, or police community service <br />officers. Failure to comply may be result in imposition of an administrative civil penalty <br />in accordance with Section 2.018 of the Eugene Code, 1971. <br />R -8.005-C ENFORCEMENT. <br />1.. Notification of Violations.
