<br />section 7 ~ If a legislative issue concerns personnel or <br />collective bargaining matters, the City Manager, or his or her <br />'designee is authorized to speak on behalf of the City of Eugene. <br /> <br />section 8. This Resolution is not to be' construed to <br />abridge the ~ights of individuals. to testify in their own names. <br /> <br />Section 9~ The provisions of this Resolution do not apply <br />to testimony before an agency or. court in a quasi-judicial or <br />judicial proceeding. .' <br /> <br />Section 10. 'Copies of this Resolution shall be di~tributed <br />to the departments, boards and commissions of the City of Eugene <br />'and t. as deemed appropriate by the city Manager, to the Federal <br />government, state Legislative Assembly, state agencies, municipal <br />corporations, and private foundations before presentation of <br />testimony or funding requests.
