The final set of recommendations is for other local governments and educational institutions. These are
found on pages 37 – 38 of the report.
1. Develop and Operate a Public Education Sustainability Consortium
2. Develop a Consortium to Provide Sustainability Education, Training and Technical Assistance for
Local Businesses and Workers
3. Develop Consortium and Implement Metro Area Climate Action Plan
4. Develop Consortium and Implement Metro Area Zero Waster Strategy

RELATED CITY POLICIES
The SBI report contains a number of recommendations which support existing City policies and
practices. For example, Resolution #4618, adopted by the City Council in February of 2000, committed
city elected officials and staff to abide by sustainable practices in carrying out their duties. That
resolution states:
“The concept of sustainability guides city policy and actions. The City of Eugene is committed to
meeting its current needs without compromising the ability of future generations to meet their own
needs. The City will ensure that each of its policy decisions and programs are interconnected through
the common bond of sustainability as expressed in these principles. The cumulative and long-term
impacts of policy choices will be considered as we work to ensure a sustainable legacy.”

Administrative Order #21-05-07, directs that “white printer and copier paper and letterhead used by City
departments, divisions, and work groups contain 100 percent post-consumer-waste recycled content and
be processed chlorine-free and that “colored paper contain at least 30 percent post-consumer-waste
recycled content.” There are a number of other examples of programs in place within the City that
promote sustainability, such as the Environmental Policy Team, the Green Building Advisory
Committee, the construction of new buildings based upon green building principles, and projects such as
the restoration of the Delta Ponds and the preservation of the South Hills Ridgeline and trail system.

This meeting will present the opportunity for a first look at what types of policies the City needs to
adopt or amend. This, however, will not be a detailed discussion of those policies; that discussion will
be scheduled for a subsequent meeting.

COUNCIL OPTIONS
There are no council options offered as this time. This is a workshop setting and an opportunity for the
members of the City Council to discuss the report of the task force with the co-chairs. No decisions or
direction are being sought from the council at this time.

CITY MANAGER’S RECOMMENDATION

The City Manager has no recommendation regarding the report at this time.

SUGGESTED MOTION
None at this time; no action is being sought from the City Council.

L:\CMO\2006 Council Agendas\M060925\S060925B.doc
