County,theLaneCountyCentralLaborUniversityofOregon,LaneCommunity <br />Council,andothereducationalinstitutionsCollege,4JandBethelschooldistricts,the <br />toexpandsustainabilityincurriculum,CityofEugeneandotherlocalandstate <br />teachertraining,administrationandfacilitypublicagenciesaswellaslargeenergyusers <br />operations.WealsoencouragetheUniversityintheprivateandsectorsinthe <br />ofOregonandotherlocalprivateandpublicdevelopmentofaclimateactionplanfor <br />highereducationinstitutionstocontinuetothemetroarea.Thelong-termgoalshould <br />integratesustainabilityintotheircurriculumbetomakethemetro-areacarbonneutral <br />andfacilitiesmanagementaswellasintotheby2020(netcarbonemissionsreduced <br />curriculumofteachertrainingprogramssotozero).Thenear-termgoalmaybeto <br />thatareateachersobtainthehighest-levelreducethearea?sgreenhousegasemissions <br />educationandtrainingpossible.to7percentbelow1990levelsby2010. <br />Weencouragethisconsortiumtoinvite <br />otherpublicagencieswithinthegreater <br />metropolitanareatoconsiderparticipating <br />intheprocess.Wesuggesttheplanbe <br />carefullyphasedinbyinitiallyfocusingon, <br />forexample,energy,transportation,andwaste <br />Aspreviouslydiscussed,weencourage <br />managementimprovements,the <br />LaneCommunityCollegeSmallBusiness <br />useofexistingrenewableenergytechnologies, <br />DevelopmentCenter,theLaneWorkforce <br />thepurchaseofcarbonoffsets,andother <br />Partnership,UniversityofOregon,Eugene <br />carbonreductionpracticesandtechnologies. <br />ChamberofCommerce,EWEB,EPUD, <br />Afterpossiblegreenhousegasreductions <br />andotherlocalserviceproviderstojoinwith <br />fromtheseactionsareachieved,additional <br />theCityofEugenetoformaconsortiumto <br />stepscanbeconsideredincludingtheuseof <br />develop,upgradeandenhancesustainability <br />newtechnologiesandotherstrategies.We <br />education,trainingandtechnicalassistance <br />encouragetheconsortiumtocontinually <br />programsforlocalbusinesses.Thismay <br />evaluateandimprovetheplanovertime.A <br />includeestablishingasustainablebusiness <br />climateactionplanwillreducetheregion?s <br />?trainthetrainer?programandother <br />overallgreenhousegasemissions,helpdrive <br />educationandtrainingmechanisms. <br />themarketforlow-carbonproductsand <br />services,andprovideamodelthatothers <br />canfollow. <br />WeaskEWEB,EPUD,NWNaturalGas, <br />UtilityBoard,LaneElectric <br />Coop,Blachly-LaneElectricCoop,and <br />EWEB,EPUD,andotherlocalutilities <br />otherlocalutilitiesandfuelproducersand <br /> considerthepossibilityofcreatinga <br />providerstojoinwithLaneTransitDistrict, <br /> <br />
