TheEnergyManagementProgramatLaneCommunityCollegewouldbeideallysuitedto <br />trainthenecessaryprofessionalswhosesalariescouldrangebetween$25,000-$30,000annually <br />accordingtotheLCCwebsite.Further,accordingtoanemissionsreductioncalculatoratthe <br />11 <br />LeonardoAcademy,thissizearraycouldsave51,000tonsofCO2annually. <br />TheEugeneWater&ElectricBoard(EWEB)currentlypays150subscriberstothePVEugene <br />12 <br />Program$.25/kWhfor10yearsforelectricitygeneratedfromsolarPV.Thiselectricityisnot <br />usedon-siteandfeedsdirectlyintothelocalpowergrid.Toachieveasimilardesiredpayback <br />periodof10yearsonthisdistributedgenerationarray,thecostofelectricitywouldbebetween <br />$.17and$.23perkWhbasedontherespectiveinstallationcostsmentionedabove.Witha <br />20-yearpaybackperiod,electricitycouldcostaslowas$.09and$.11/kWhrespectivelyfor <br />suchanarray. <br />By2020,energysolarenergyandrelatedrenewabletechnologiesareintegratedintoall <br />residentialandcommercialconstructionprojects(includinglow-incomehousing).TheEugene <br />areahasavibrant,productive,diverseandandrenewablesindustry.The <br />industryprovidesqualityjobswithqualitywagesandEugenebasedmanufacturersare <br />nationalandworldwideleadersinenergyandrenewableenergytechnologies. <br />Tohelpdrivethemarketforenergyandrenewabletechnologies,andtoreduce <br /> greenhousegasses,theCityofEugeneshouldadoptanexplicitgoalofbecomingcarbon <br /> neutral(netgreenhousegasemissionsarereducedtozero)inallcityownedfacilitiesby2020. <br /> Toachievethisgoal,theCityshoulddevelopaninternalCitygovernmentclimateaction <br /> plan.Theplanshouldincludeannualgoalsandbenchmarksandmayinclude <br /> amixtureofenergyrenewableenergy,carbonoffsets,andothercarbon <br /> reductionstrategies. <br />InconcertwithEWEBandotherlocalutilities,businesses,andorganizations,theCity <br /> ofEugeneshouldtakealeadershiproleindevelopingacommunity-widegoalofbecoming <br /> carbonneutralby2020.Toachievethisgoal,Citygovernmentanditspartnersshould <br /> developacommunity-levelclimateactionplan.Thisplanshouldbelinkedwiththecity?s <br /> internalplan. <br />Tomeetthegoalsoftheclimateactionplans,theCityofEugeneshouldpubliclydeclarethat <br /> supportingandgrowinglocalenergyandrenewableenergyindustriesisapriority. <br />The(proposed)CityofEugene?sofSustainableDevelopmentshouldcapitalizeon <br /> anarrayofpartnershipstoeducatelocalcitizensontheeconomic,social,andenvironmental <br />ofenergyandrenewablessuchaswindandsolarenergy. <br />TheCityofEugeneshouldsetannualenergygoalsandimplementplans <br /> toachievethem. <br />TheCityofEugeneshoulduserenewableenergyinCityownedbuildingswheneverpossible. <br />TheCityofEugeneshouldenhanceprofessionaleducationofcitycodeinspectorsinthearea <br /> ofrenewableenergysystems. <br />TheCityofEugeneshouldreviewandamendbuildingcoderequirementstoincorporate <br /> solarplumbingandwiringasstandardcodewhereappropriate. <br /> <br />
