consumedannuallybyOregonandthebilliongallonsconsumedinCaliforniaand <br />14 <br />Washingtonannuallywouldresultinademandfor110milliongallonsofbiodieselayear. <br />However,despitetheincreasinglocaldemand,nolarge-scaleplantshavebeenconstructedsofar <br />(althoughsomeareonthedrawingboard).Currently,Midwesternplantsarethevoidin <br />supply,butOregonstandsagoodchanceofleadingtheWestCoastinthisarenawithto <br />varioussectorsoftheeconomy,theenvironment,andsociety. <br />Thelocalbiofuelssectoriscomprisedofdistribution,marketing,retail,andindividualand <br />users.Thisindustryhowever,includesfeedstockproduction,crushingandprocessing, <br />distribution,marketingandwholesale/retailsalesofboththefuelsandthebyproducts. <br />By2020,theEugeneareahasavibrant,productiveandindustryinthegrowing, <br />anddistributionofbiofuels.Thebiofuelsindustryprovidesqualityjobswithquality <br />wagesandBiofuelsarewidelyavailableandlocallyfeedstocksaregrown <br />orrecoveredfromlocalwastestreamsandarelessexpensivethanpetroleum.Supplymeets <br />demand.Dieselvehiclesarehighquality,widelyavailableandrelativelyinexpensive. <br />Manufacturers?warrantiesonvehiclesdonotdiscriminateagainstbiofuels. <br />TheCityofEugeneshouldpartnerwithotherlocalgovernmentstoencourageandsupport <br /> theconstructionoflocalbiofuels <br />TheCityofEugeneshouldconsiderreducingoreliminatingthefueltaxonbiofuelsasa <br /> waytostimulatedemand. <br />TheCityofEugeneshouldencourageandsupportrestaurants,hospitalsandotheroilusers <br /> incapturingtheirwasteoilandsendingittoalocalbiofuels <br />TheCityofEugeneshouldworkinpartnershipwiththeStateofOregonandOregon?s <br /> congressionaldelegationtolobbytheautomobileindustrytoexpandvehiclewarrantiesto <br /> covertheuseofbiofuels. <br />TheCityofEugeneshouldworkinpartnershipwiththestateandfederalgovernmentto <br /> expandlocalproductionofoilseedcropsforfeedstockcultivationandrecovery. <br />TheCityshouldworkinpartnershipwithlocal,stateandfederalgovernmentstosupport <br /> theconstructionandcollectionofmaterialsforalocalethanolproductionfacility. <br />Agrowingindustryinthelocalareaisthenaturalproductssector.Broadly,?naturalproducts? <br />refertobodycareproducts,supplementsandremediesthataremadefromorganicornatural <br />(non-synthetic,plant,animalorinorganicmineral)ingredientsusingnon-syntheticprocessing <br />15 <br />methods.Thissectorincludesproductssuchasherbaltinctures,essentialoils,bulkherbs, <br />lotions,soapsandspicesaswellasotherproducts. <br />Businessesinthelocalnaturalproductssectorhaveexperiencedsteadygrowthatreported <br />ratesof5-100%annually,dependingonthecompany.Thenaturalpersonalcareproducts <br />sector,whichdoesnotincludevitaminsandsupplementsbutdoesencompassskincreams <br /> <br />
