Asmorecompaniesandcommunitiesadoptambitiouswastereductiongoalsandastheneed <br />toreducegreenhousegasemissionssuchasmethanegrow,thereuseandrecyclingindustries <br />increaseinimportance.Theseindustriesholdjobpotential. <br />Researchshowsthateachstepintherecyclingprocessmeansmorejobs,morebusiness <br />expendituresonsuppliesandservices,andmoremoneycirculatinginthelocaleconomy <br />throughspendingandtaxpayments.Researchershavefoundthatforeveryjobcreatedat <br />andincinerators,296jobsarecreatedonaverageincomputerreuseandrecycling,85 <br />jobsarecreatedintextilereclamation,62jobsarecreatedinmiscellaneousdurablesreuse,and <br />17 <br />26jobsarecreatedinrecycledglassproductmanufacturing.InCalifornia,meetingthestate?s <br />50%recyclinggoalisexpectedtocreateabout45,000recyclingjobs,over20,000ofwhichwill <br />18 <br />likelybeinthewellpayingmanufacturingsector. <br />Theenvironmentalofrecyclingarealsoclear?lesstoxicmaterialgoingto <br />suchasdiscardedelectronicequipment,lessbulkdiminishingspace,lessuse <br />ofrawmaterialslikeglass,metalsandwoodproducts,reductionoftoxicmaterialsendingup <br />inandfewervirginrawmaterialsconsumed.Thesocialarealsoimportant <br />asreducedwastereducespublichealthrisksassociatedwithairandwateremissionssuch <br />asleachatethatseepsthroughthesoilfromintolocalbodiesofwatersuchasthe <br />WillametteRiver. <br />Thelocalsectorsarecomprisedofawidevarietyofpublic,privateandorganizations <br />inthethriftstoretrade,contractorsthatcapturereusablegoodspriortodisposalatthecounty?s <br />largestaswellasconstruction,deconstruction,agricultural,landscapingandhousehold <br />productreuseandrecyclingorganizations. <br />By2020,theEugeneareahasastrongandcomprehensiveindustryinreuseandrecycling.The <br />industryprovidesqualityjobswithqualitywagesandTheCityofEugenehasachieved <br />zerowasteto(andincinerators). <br />TheCityofEugeneshouldpubliclycommittoa?zerowaste?goalintheirpurchasing <br /> policyandmanagementactivities. <br />TheCityofEugeneshouldpubliclydeclareitssupportforsupportingandgrowingthereuse <br /> andrecyclingsectors. <br />TheCityofEugeneshouldexaminecontractswithhaulersandincreasethediversionof <br /> wastecurrentlynotcollectedsuchasfoodwasteandcookingoil. <br />TheCityofEugeneshouldrequirehaulerslicensedbytheCitytoinformcustomers <br /> (especiallycommercial)ofrecyclingoptionsandtoprovideongoingwaste <br /> reductioneducation. <br />TheCityofEugeneshouldprovideincentivesandmanageconstructionanddeconstruction <br /> wasteby:a)improvingtheremodelinganddemolitionpermitprocess,b)providing <br /> <br />
