In the
past, one such method to formalize neighborhood voice and vision was
refinement plans. Eugene should either create new refinement plans for all
neighborhoods or create a "next generation", adaptive process that
identifies neighborhoods needs, vision and goals and formally codifies them
in the planning processes and land use decisions.

Motion B (Passed 11-0)

The NLC recommends the Planning Division's FY 07 work plan reflect
preservation of the natural environment in neighborhoods as a high priority,
encompassing a broad spectrum of tasks and projects, including: GoalS
projects, watershed and wetlands protection, storm water management, tree
preservation, parks and open space, Willamette Greenway, and others.

Thank you,

Rob Handy
David Hinkley

NLC Co-Chairs

1
