PUBLIC HEARING: An Ordinance Amending the West Eugene Enterprise Zone <br />Public Benefit Criteria and Scoring System Established By Ordinance No. 20368 and <br />Providing an Effective Date <br />No testimony was presented. <br />2. PUBLIC HEARING: An Ordinance Adopting Hazardous Substance User Fees for the <br />Fiscal Year Commencing July 1, 2017 <br />No testimony was presented. <br />3. PUBLIC HEARING: An Ordinance Providing For Withdrawal of Annexed Properties <br />from the Santa Clara Fire District; Santa Clara Water District; Willakenzie Rural Fire <br />Protection District; Lane Rural Fire/Rescue District; Junction City Water Control <br />District; River Road Parks and Recreation District; River Road Water District; and <br />Eugene Rural Fire Protection District 1 <br />No testimony was presented. <br />4. PUBLIC HEARING: An Ordinance Removing the Sunset Dates of the Rest Stop and <br />Dusk -to -Dawn Programs <br />1. Miles Mabray — Supported removing the sunset clause and expansion of the program. <br />2. Michael Gannon — Supported removing the sunset clause and investments in the program. <br />3. Michael Carrigan — Supported removing the sunset clause and making them permanent. <br />4. Chris Cunningham — Supported removing the sunset clause and more outreach. <br />5. Tracy Joscelyn — Supported removing the sunset clause and adding more rest stops. <br />5.
