ATTACHMENT D <br />MINUTES <br />Eugene City Council and <br />Joint Public Hearing with Lane County Board of Commissioners <br />Harris Hall, 125 East 8th Avenue <br />Eugene, Oregon 97401 <br />March 6, 2017 <br />5:30 p.m. <br />Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, George Poling via phone, <br />Mike Clark via phone, Greg Evans, Claire Syrett, Chris Pryor <br />Lane County Board of Commissioners Present: Jay Bozievich, SidLeiken, Pet Sorenson, Faye Stewart, <br />Pat Farr via phone <br />Mayor Vinis opened the March 6, 2017, meeting of the Eugene City Council. <br />Commissioner Bozievich opened the March 6, 2017, meeting of the Lane County Board of Commissioners. <br />PUBLIC HEARING: An Ordinance Concerning Long Range Transportation Planning; <br />Adopting the Eugene 2035 Transportation System Plan; Amending the Eugene -Springfield <br />Metropolitan Area General Plan (Metro Plan); Amending the Eugene -Springfield <br />Metropolitan Area Transportation Plan (TransPlan); Amending Sections 9.050, 9.8010, 9.9650, <br />of the Eugene Code, 1971; Amending the Street Classification Map; Amending Ordinance No. <br />20528 (to Delete Section 67); Repealing Section 9.9525 of the Eugene Code, 1971, Repealing <br />Ordinance No. 20322 (2003 Central Area Transportation Study); and Providing for an <br />Effective Date. <br />1. Rob Zako — Supported the TSP but wanted more mixed -modal transportation options. <br />2. Sue Wolling — Supported more funding and focus on mixed -modal transportation options. <br />3. Cindy Allen — Supported working closely with neighborhoods on adoption of the plan. <br />4. Shane MacRhodes — Supported safer streets and incorporating Vision Zero as a priority. <br />5. Coreal Riday-White — Supported the TSP addressing GHG emissions and using TDM tools. <br />6. Sarah Mazze — Supported prioritizing bike and pedestrian projects and safer routes. <br />7. Howard Saxion — Supported an implementation plan approach to achieve success. <br />8. John Faville — Worried local needs might get lost; coordinate with land use planning. <br />9. Frannie Brindle — Supported timely adoption of the plan and safety upgrades to Beltline. <br />10. John Hagen — Opposed to addition of an arterial bridge on Beltline that adds traffic to Hunsaker. <br />11. Allen Hancock — Supported clearer objective policies than can be tested in the plan. <br />12. Josh Koshinsky — Supported the TSP; will make Eugene a better place to live and work. <br />13. Laurie Powell— Supported prioritizing bike and pedestrian projects and using climate benchmarks. <br />14. Jim Neu — Supported prioritizing bike and pedestrian projects and using climate benchmarks. <br />15. Seth Sadofsky — Supported inclusion of the CRO and Vision Zero goals in the TSP. <br />16. Laughton Elliot -DeAngelis - Supported prioritizing bike and pedestrian projects and safer routes. <br />17. Peter Bolander — Concerned that no projects address the Beltline/River Road interchange. <br />18. Mark Robinowitz — Supported low -build option for Beltline as traffic and oil has peaked. <br />19. Teresa Bishow — Opposed to reclassification of Shadowview; will hinder economics of area. <br />20.
