removal of.51 acres would still result in sufficient land to meet projected demand in each <br /> category. <br /> <br />Goal 11 - Public Facilities and Services: To plan and develop a timely, orderly and efficient <br />arrangement of public facilities and services to serve as a framework for urban and rural <br />development. <br /> <br /> The area affected by this ordinance is located inside the city limits and is served by the <br /> public facilities in which the existing level of service is adequate to serve the needs of <br /> existing and future development. Therefore, the amendments are consistent with Goal <br /> 11. <br /> <br />Goal 12 - Transportation: To provide and encourage a safe, convenient and economic <br />transportation system. <br /> <br /> Goal 12 is implemented through the Transportation Planning Rule (TPR). The Eugene- <br /> Springfield Metropolitan Area Transportation Plan (TransPlan) provides the regional <br /> policy framework through which the TPR is enacted at the local level. <br /> <br /> The Transportation Planning Rule (OAR 660-012-0060) states that land use changes that <br /> significantly affect a transportation facility shall require mitigation measures to address <br /> the anticipated impacts. The rule states that: <br /> <br /> (1) Amendments to functional plans, acknowledged comprehensive plans, and land <br /> use regulations which significantly affect a transportation facility shall assure <br /> that allowed land uses are consistent with the identified function, capacity, and <br /> performance standards (e.g. level of service, volume to capacity ration etc.) of the <br /> facility. This shall be accomplished by either: <br /> <br /> (a) Limiting allowed land uses to be consistent with the planned function, <br /> capacity, and performance standards of the transportation facility; <br /> (b) Amending the TSP to provide transportation facilities to support the <br /> proposed land uses consistent with the requirements of this division; <br /> (c) Altering land use designations, densities, or design requirements to reduce <br /> demand for automobile travel and meet travel needs through other modes; <br /> or <br /> (d) Amending the TSP to modify the planned function, capacity and <br /> performance standards, as needed, to accept greater motor vehicle <br /> congestion to promote mixed use, pedestrian-friendly development where <br /> multi modal travel choices are provided. <br /> <br /> (2) A plan or land use regulation amendment significantly affects a transportation <br /> facility if it: <br /> <br /> 6 <br /> <br /> City Council Agenda page 240 <br /> <br /> <br />
