Attachment B

Planning & Development
Planning

City of Eugene
99 West 10t' Avenue
MEMORANDUM ( 41Eugene'Oregon 97401) 682-5377
(541) 682-5572 FAX
www.ci.eugene.or.us

Date: March 8, 2004
To: Mayor and City Council
From: Allen Lowe, Senior Planner, 682-5113
Subject: East Campus Plan Amendments

At the conclusion of the public hearing on the East Campus Plan Amendments, several
councilors asked staff to respond to a series of questions related to the proposal. Those questions
are addressed below.

1. Comment on the potential for a parking structure in the East Campus area.

Staff Response: The East Campus Development Policy and other materials submitted by
the University indicate the potential for future construction of a parking structure in the
East Campus area. The East Campus Development Policy restricts parking structures to
the area designated for institutional use and further indicates that the most likely locations
for a future parking structure are: (1) in the area currently occupied by the Bean parking
lot or (2) near the intersection of 17th and Agate. The University's policy, which is not
adopted by the City, is reinforced in the draft code amendment with the prohibition of
structured parking (and large scale parking lots) in the proposed/EC East Campus
Overlay Zone. City and neighborhood concerns about the location of a future parking
structure are also addressed in proposed parking policy 9 which controls routing and
access to a future parking structure.

Fairmount neighborhood representatives agreed to the University's policies related to
parking structures in the East Campus area with the additional restrictions placed on them
in the draft neighborhood plan policies and land use code amendments. However, all
those engaged in the mediation process recognize that construction of a parking structure
anywhere within the East Campus area is likely to have a direct affect on the operation of
Agate Street and could potentially affect the flow of traffic within the larger Fairmount
neighborhood. The need for the two recommended traffic studies (Agate Street and area-
wide traffic calming) would become much more urgent if a parking structure were
proposed for the area.

2. What do we anticipate with area-wide traffic calming? Will traffic calming efforts in
this neighborhood cause traffic to divert to other streets?

City Council Agenda page 251
1
