The TIA performed by Access Engineering for the University noted several capacity and <br />operational deficiencies that would result at full build-out of the East Campus Lands <br />under the build alternatives. Several mitigation measures at various intersections along <br />Agate Street were discussed in the report, with follow-up discussion between the <br />consultant and City staff. These measures were not deemed necessary until very near the <br />end of the 20 year study period. Furthermore, the siting of a potential parking structure <br />and the design of access/circulation to that structure would have an effect on the location <br />and extent of recommended mitigation measures. <br /> <br />The University has acknowledged their willingness to perform mitigation of impacts <br />resulting from their development. However, the City cannot require the University, or <br />any other developer to fund mitigation of traffic impacts for which they are not <br />responsible. Transportation System Development Charges (SDC's) are often used to <br />fund capacity improvement projects needed to mitigate impacts off-site which may only <br />partially be the result of the new development. Where possible, the City offer's SDC <br />credits to encourage a developer to add the work to any Privately Engineered Public <br />Improvements (PEPI) they are being required to perform. The SDC credits can only be <br />offered for work occurring on arterial or collector streets. Some larger projects that are <br />needed with or without the new development are funded with Transportation SDC's <br />through the City's Capital Improvement Program. <br /> <br />If you have any questions, please call me at 682-5113 or via e-mail at: <br />Allen.
