University of Oregon East Campus Lands Land-Use Applications <br />February 23, 2004 City Council Public Hearing <br />Public Testimony ~6 <br /> <br />Submitted by: <br />Jan Oliver, Associate Vice President of Institutional Affairs, University of Oregon, 111' <br />Johnson Hall <br /> <br />SAS 20 Years of History: 20 years of FUture <br /> <br />Commitment: Longevity <br /> <br />The university is committed to being a primary asset to the neighborhoOd and to the entire <br />community. We have been part of the community for over 125 years and we intend 'to be <br />here for another 125 years. This longevity guarantees that we .intend to hold to our word. <br /> <br />Our commitment has been demonstrated by our efforts over the past 20 years. <br /> <br />Traffic & Parking: <br /> <br />Take, for example, our efforts to mitigate traffic and parking impacts in the adjacent <br />Faix-mount neighborhood. In response to the 1982 Special Area Study, the.university created <br />and adhered to a university-wide transportation plan, parking plan, and bicycle plan that <br />resulted in an extraordinary array of traffic and parking management techniques including: <br /> · major capital investments towards bikeways and bike parking facilities, <br /> · major capital investments towards off-street autoparking, <br /> · free bus passes for all faculty~ staff, and students, <br /> · working with the city to establish an effective residential parking-zone program, <br /> · reorganizing the entire campus parking plan, and <br /> · severely reducing the number of overnight residence hall permits to ensure that off- <br /> street parking is available for daily campus use. <br /> The results demonstrate that the existing university and city policies are working well: <br /> The university is nationally recognized for its transportation innovation, <br /> · fewer than 40% o fall trips to and from the university are made by automobiles <br /> compared to 74% of trips made in the surrounding community, <br /> · the university is in compliance with all city parking-code requirements, and <br /> although the university has grown significantly over the past 20 years, traffic on <br /> Walnut'and Orchard Streets has decreased. <br /> <br /> The university will continue to actively support and improve Upon all of these efforts. We <br />· will also continue to support city efforts that are beyond the university's jurisdiction or <br />. responsibility, including the two proposed traffic studies. <br /> <br /> Summary. <br /> <br />· The university must prepare for its future to maintain its commitment to being a primary asset to <br />the neighborhood and to the entire community. The proposed amendments are the first step to <br />ensuring that its lands are ready to meet essential future needs.
