OUNIVERSITY OF OREGON

February 12, 2004

Eugene City Council
c/o Allen Lowe
99 West l0th Avenue
Eugene, OR 97401

Dear Mayor Torrey and City Councilors:

I write to you today to urge you to approve the proposal before you to amend
the land-use documents to allow the University of Oregon to implement its
Development Policy for the East Campus Area.

The university provides educational opportunities for over 20,000 students
each day. In addition, we are home to scores of researchers whose work is at
the forefront of modern thought in important areas of scientific exploration.
We also house two of the state's most prestigious museums whose offerings
and research are recognized regionally.

The university is the city's largest employer. Its faculty have created 13 new
companies in the last 12 years, and, according to a recent study, it contributed
over $700 million to the economy in the 2000-01 fiscal year.

Having recently celebrated our 125-year anniversary, our campus now
consists of over 4.6 million square feet of space on 295 acres of beautifully
landscaped land. Forty years ago our predecessors began to assemble the land
now within our eastern border, and, due to their foresight, we have been able
to grow without the need for branch campuses. While looking back is
exhilarating, it is important that we look ahead as well and plan wisely for the
decades to come.

We believe that the East Campus Area Plan allows the university to
accommodate its future needs in a campus-like setting while allowing the
residential areas that surround us to have a bright future as well.

The implementation of the proposed amendments is essential to ensuring that
the university will meet the current and future needs of its students, its
researchers, and the public it serves. I hope you will support them.

Sincerely, RECEIVED

and ~rovosl John T.
