Attachment C
Ciarific tion

e.Fairmount East Campus Committee (Committee) .,w_ould like to clarify that we are not asking to
elevated ahead of other neighborhoods on the City s traffic calming list.

The City's traffic calming list is related to current traffic conditions. While on the contrary, the UO is
reques6ng an ap..proval by City Council inv. olving a future development action. ConSequently, the
Committee is asking that the traffic impact~ as a result of this future development action be mitigated.

t In this process, the City, Planning Commission, and UO TIA recognize that there will be traffic impacts on the
neighborhood as a result of the proposed future development in the East Campus Area (most significantly on Agate,
Villard. Orchard and Walnut Streets and 19th Avenue, which are all interdependent due to their connection to
Franklin Boulevard (with the exception of 19th Street)). The "decrease" of traffic on Orchard and Walnut Streets as
mentioned out of context by the UO's traffic engineer at the City Council Public Hearing has been explained in
detail in the UO's TIA and testimony submitted by both the FNA and City Staff. The Committee advises that this
piece of information should not be taken out of context because it is misleading and does not represent the identif, xl
current and future traffic problems on these two local streets, particularly in relation to their interdependence with
Agate and Villard Streets.

Fatrmount East Campus Committee March 1, 2004
Application File # MA 03-7, RA 03-5, CA 03-5 Attachment C
City Council Agenda page 287
