An immediate effective date is requested with this <br />ordinance since the assessment calculations are based on the council action of March 8, 2004. An <br />immediate effective date requires a 2/3 majority or 6 affirmative votes from the council to enact. <br />Ordinances without an immediate effective date do not take effect for 30 days. <br /> <br />BACKGROUND <br /> <br />Council Action History <br />The project was initiated by two petitions received by the City, and the City Engineer initiated the <br />preparation of plans and specifications, pursuant to Section 7.160(8) of the Eugene Code, 1971. The <br />bids were opened on July 1, 2003, with Wildish Construction Co. as the low bidder. <br /> <br />The City Council formed the Local Improvement District (LID) on July 28, 2003. <br /> <br />Policy Issues <br />Not applicable. The assessment costs will be distributed as outlined in the council-adopted Hearing <br />Official's Findings and Recommendation and resolution forming the LID. <br /> <br />Council Goals <br />"Safe Community - A safe community where people feel secure and respected."
