Council Goals <br />SUSTAINABLE COMMUNITY DEFELOPMENT <br />A community that retains a high quafity of life anda healthy economy, effectively finks' landuse and <br />transportation planning, and successfully manages growth and change in the urban environment. <br /> <br />The proposed plan amendments will support and encourage redevelopment of the East Campus area by <br />allowing the expansion into the area of a variety of institutional uses including classrooms, research <br />facilities, dormitories and other forms or higher density housing, and offices and other support facilities. <br />Land use and transportation planning linkages are achieved through the proposed policy and text <br />amendments to the neighborhood plan and the Eugene Code. <br /> <br />Financial and/or Resource Considerations <br />The cost of the recommended study of Agate Street is estimated at $15,000. The estimated cost of an <br />area-wide traffic study for the Fairmount Neighborhood is $20,000. Implementation costs cannot be <br />established until the investigation and recommendations of both studies are completed <br /> <br />Other Background Information <br />The public hearing testimony included a request from the University of Oregon that the adopting <br />ordinance be revised to address four items. The Fairmount Neighborhood Association, in its written <br />and oral testimony, accepted all of the changes proposed by the University. City staff has no objections <br />to any of the proposed revisions. Accordingly, the adopting ordinance has been revised as requested. <br /> <br />Following the hearing, staff was asked to provide answers to several questions asked by the council. <br />Those questions are addressed in Attachment B. <br /> <br />The council left the public hearing record open through Monday, March 1, 2004. Written testimony <br />received through that date is included in Attachment C. <br /> <br />Timing <br />The council has approved a schedule for processing the amendments. That schedule identifies March 8, <br />2004, as the date on which ordinances would be adopted. <br /> <br />OPTIONS <br />The council may: <br />1. Adopt the ordinance as presented; <br />2. Adopt the ordinance with revisions; or <br />3.
