Call to Order and Review Agenda <br /> <br />Mr. Pap6 called the meeting of the Council Committee on Intergovernmental Relations (CCIGR) to order. <br /> <br />2. Approval of Minutes <br /> <br /> Ms. Bettman, seconded by Ms. Taylor, moved to approve the minutes of <br /> the CCIGR meeting of February 11, 2005. The motion passed unani- <br /> mously. <br /> <br />The CCIGR scheduled its next meeting on March 9, 2005, at 1:30 p.m. <br /> <br />3. Grant Proposal Review <br /> <br />Mr. Solin presented the grant proposal to the committee, explaining that the Fiscal Year 2005 Office of <br />Domestic Preparedness Homeland Security Grant Program was accepting applications for funding but only <br />from counties. He was working with Lane County to package a grant request for interoperable communica- <br />tions training and some police equipment. He said he would not know until the "eleventh hour" what the <br />grant request would ultimately look like. He assured members that he would provide the CCIGR with <br />details when they were available, and no contracts would be entered into until that review occurred. <br /> <br />Responding to a question from Ms. Bettman, Mr. Solin said that when the County received the money it <br />would have to allocate it for the use granted. The County would be the sub-grantee, but the money would <br />come directly to the City from the State Police. Ms. Bettman asked if the City focused on equipment <br />acquisition or on enhancing programs already in place so that the grant would not trigger additional costs on <br />the part of the City. Mr. Solin said for the most part, yes. Eugene was recently selected as a location for a <br />regional urban search and rescue team, and that would require new equipment and training requirements. <br />He noted that backfill positions and overtime were eligible costs under the grant, and those costs had been <br />included in the grant as well. <br /> <br />Mr. Pap6 confirmed with Mr. Solin that the City was negotiating its share of the grant with the County and <br />other Lane County jurisdictions participating in the grant submittal to reach an equitable proposal.
