THE WORK OF THE COMMISSION IS VITAL, <br /> BUT THE STATE SHOULD BEAR THIS COST, BECAUSE IT IS A <br /> CRITICAL SERVICE; THE STATE SHOULD NOT PASS THE COST <br /> OFF TO LOCAL GOVERNMENTS. THERE WOULD A FINANCIAL <br /> IMPACT, NOT SIGNIFICANT IN THE LARGER PICTURE OF THE <br /> BUDGET. ORS 244.020 DEFINES "PUBLIC OFFICAL" AS "MEANS <br /> ANY PERSON WHO, WHEN AN ALLEGED VIOLATION OF THIS <br /> CHAPTER OCCURS, IS SERVING THE STATE OF OREGON OR ANY <br /> OF ITS POLITICAL SUBDIVISIONS OR ANY OTHER PUBLIC BODY <br /> OF THE STATE AS AN OFFICER, EMPLOYEE, AGENT OR <br /> OTHERWISE, AND IRRESPECTIVE OF WHETHER THE PERSON IS <br /> COMPENSATED FOR SUCH SERVICES". BROADLY INTERPRETERED <br /> THIS MEANS ELECTED OFFICIALS, APPOINTED OFFICIALS, <br /> EMPLOYEES AND VOLUNTEERS. FOR THE CITY OF EUGENE, IT IS <br /> ESTIMATED THAT THE NUMBER OF "PUBLIC OFFICIALS" BROADLY <br /> INTERPRETING THE ABOVE DESCRIPTION IS ABOUT 2500 <br /> PERSONS. THE IMMEDIATE COST COULD BE BETWEEN $7,500 AND <br /> $10,000. FURTHER THERE IS A PROVISION TO ADJUST THE <br /> AMOUNT CHARGE BASED UPON CHANGES IN THE PORTLAND-SALEM <br /> CIP, STARTING IN 2009.
