Ms. Bettman, seconded by Ms. Ortiz, moved to amend the motion to identify the
th
Beltline Corridor from West 11 Avenue to Coburg Road as the City’s top priority
for funding.

Ms. Bettman explained that the original motion addressed fixes to the west Eugene area’s transportation
th
problems and the Beltline Corridor connecting with the West 11 Avenue corridor was part of that strategy.
th
She said that leaving the portion of Beltline north of West 11 Avenue off the table as a priority would not
address the problem.

Mr. Kelly commented that two very important issues were raised: the EmX issue and the third portion of
Beltline. He felt that a more thorough discussion should occur as soon as possible and before action.

Mr. Kelly, seconded by Ms. Bettman, moved to table action to an October 2006
date certain. The motion passed, 7:1; Mr. Papé voting in opposition.

Mr. Poling asked for information about the existing funding mechanisms and their status, particularly with
reference to the third portion of Beltline, prior to the October discussion.

Mr. Papé asked for the current STIP project list and the financially constrained list.

The meeting adjourned at 7:25 p.m.

Respectfully submitted,

Dennis M.
