RECOMMENDATION <br /> <br /> <br />Under the Goal 5 Gravel Mining Post Acknowledgement Plan Amendment evaluation process, there <br />are seven analytical steps: The joint Planning Commissions evaluated the proposal and testimony <br />submitted through the public hearing process. The minutes of these meetings are attached, and this staff <br />memo summarizes the specific recommendations from the planning commissions to the elected <br />officials. Neither Planning Commission conducted further ESEE analysis because the applicant did not <br />present one. Without an ESEE analysis, the planning commissions were not able to weigh the conflicts <br />and conduct further analysis to provide recommendations for steps 4-6. The Planning Commissions <br />recommendation for denial is based on failure to minimize conflicts with dust (for both) and dust, <br />flooding, wetlands, groundwater and agricultural practices (for Lane County), and the lack of an ESEE <br />analysis. <br /> <br />The Lane County Planning Commission felt that the PAPA information was adequate and that the <br />resource was not significant. In addition, the Lane County Planning Commission did not find that the <br />conflicts with dust, groundwater, wetlands and flooding could be minimized to an acceptable level and <br />therefore cannot recommend approval of the application. <br /> <br />The Eugene Planning Commission felt the PAPA information was adequate and that the resource was <br />significant. They concluded that all conflicts were minimized by the applicant except the dust conflict, <br />which the Eugene Planning Commission majority did not believe could be minimized to an acceptable <br />level. <br /> <br /> <br /> <br />VI. IMPLEMENTATION/FOLLOW-UP <br /> <br /> The Ordinance does not contain an emergency clause.
