<br />The City of Eugene believes that public services and public programs are delivered in partnership <br />with all levels of government. This partnership is based on cooperation and communication <br />among all local governments, whether individually or through councils of governments, as well <br />as with the State and Federal governments. To that end, the City maintains a staff presence in <br />Salem during legislative sessions and also retains assistance in Washington, D.C. <br /> <br />Our metropolitan area has a long tradition of inter-jurisdictional cooperation on service delivery. <br />There are hundreds of intergovernmental agreements that control cooperative provision of <br />services including ambulance, fire protection, emergency call-taking and dispatch, storm and <br />sanitary sewers, street repair, solid waste disposal, public safety records information systems, <br />planning, affordable housing, business recruitment, human services, cable television, mainframe <br />Our partners <br />computer, geographic data systems, air quality regulation and transportation. <br />include the University of Oregon, Eugene Water & Electric Board, League of Oregon Cities, <br />City of Springfield, Lane County, Lane Transit District and 4J School Distirct and Bethel <br />School District. <br /> <br /> <br />1. UNIVERSITY OF OREGON <br /> <br />The University of Oregon and the City of Eugene are partners in many efforts. The UO <br />is Lane County’s largest employer, investing millions of dollars each year into our local <br />economy. The City of Eugene will support the UO in its efforts to obtain stable, adequate <br />funding to support affordable and accessible public higher education for the citizens of <br />Oregon. <br /> <br />The University of Oregon has served Oregonians for more than 120 years. It is a <br />comprehensive teaching and research university that serves its students and the people of <br />Oregon, the nation and the world through the creation and transfer of knowledge in the <br />liberal arts, the natural and social sciences and the professions. The UO is committed to <br />transforming lives through knowledge. UO teaching and research affects people in all <br />walks of life, and UO business internship programs have provided help to 702 Oregon <br />businesses in 59 cities throughout the state. <br /> <br />Enrollment at the UO has remained stable at just over 20,000 since 2002. State funding <br />support in 2007 for the UO is at the same level as it was in 2000, $69 million, with no <br />adjustment for inflation. The share of the University’s operating budget that is provided <br />by the state appropriation has decreased from 20% to 14%. As a consequence, tuition has <br />increased and access has been restricted for many Oregon citizens. <br /> <br />2.
