Metropolitan Wastewater Management Commission Capital Improvement Program <br />DECOMMISSION WPCF LAGOON <br />Description: <br />This project decommissions the existing biosolids lagoon at the Water Pollution Control <br />Facility (WPCF). <br /> <br />Status: <br />As of January 9, 2017: The project is in the design phase. The MWMC hired a <br />consultant in December of 2014 to create abid package to decommission the lagoon. <br />Lagoon decommissioning site work is anticipated in 2019,and the schedule is subject to <br />change based on progress of the construction of the forth digester improvements. <br />Justification: <br />The lagoon was constructed in 1979 as a temporary biosolids storage facility while the <br />Biosolids Management Facility was under construction. Since that time it has also served <br />as a temporary storage lagoon to support digester cleaning operations. However, the <br />lagoon no longer serves the purpose for which it was originally constructed and does not <br />meet current design standards for wastewater lagoons. <br /> <br />Project Driver: <br />The lagoon can no longer provide the biosolids capacity for which it was intended nor <br />cost effectively continue to support digester cleaning operations. The lagoon is almost <br />full of accumulated rainwater and residual solids. Therefore, the decision was made to <br /> <br />decommission the lagoon and change the process of cleaning the digesters. <br />Project Trigger: <br />The WPCF lagoon no longer functions as originally designed. <br />Estimated Project Cost: <br />$5,550,000 (funding for administration, design, permits, construction, etc.) <br />Improvement <br />SDC Eligibility: <br />0% <br />Estimated Cash Flow: <br />FY 13-14 = $1,769; FY 14-15 = $128,550; FY 15-16 = $90,031; FY 16-17 = $37,650; <br />FY 17-18 = $40,000; FY 18-19 = $530,000; FY 19-20 = $4,722,000 <br /> <br />Prior 2016-17 <br />Expenditure/Category:YearsEst.
