<br />%´¦¤¤ $¤¯®³ 0« ³¥®±¬ )¬¯±®µ¤¬¤³² £ , ¸®µ¤± 3¨£¨¦ <br />In 2011 ODOT Rail received $1.5 million for preliminary engineering and environmental studies of <br />a layover facility that will add much needed capacity for increased passenger rail service. The <br />planned improvements will include a new siding to permit trains stopped in Eugene to be parked <br />off the main line, as well as a passenger platform to serve rail passengers. The goals of this project <br />are to provide a safer rail passenger platform facility with a dedicated passenger area for safe <br />boarding and waiting, and to allow for the staging of trains to provide more rail capacity, and to <br />allow rail traffic to access the main line without passing near the station. The improvements will <br />eliminate the need for southbound passenger trains headed into Eugene to stop on the tracks along <br />the Northwest Expressway for a freight train to pass so it can pull in and unload passengers. The <br />anticipated funding needed to implement the first phase of the project is approximately $3 million <br />to $5 million. The project will advance the goal to increase Amtrak Cascades intercity passenger <br />train service between Eugene and Portland from two daily round trips to six daily round trips. The <br />location of the switching equipment for the project will require the closure of the Lincoln Street <br />crossing. <br /> <br />8 !µ¤´¤ȝ(¨«¸ ±£ 3³±¤¤³ 2 ¨«±® £ #±®²²¨¦ 2¤«®¢ ³¨® <br />th <br />The master plan for the development of the EWEB riverfront property and the Willamette to <br />Willamette street improvement project both call for a better connection along 8 Avenue between <br />th <br />downtown and the Willamette River. Relocating the 8 Avenue/Hilyard Street railroad crossing <br />th <br />would provide a more direct connection between downtown Eugene and the riverfront. However, <br />Union Pacific would view the relocation of the 8 Avenue/Hilyard Street as a new crossing and <br />th <br />Union Pacific policy requires that two existing crossings be closed before a permit is issued for a <br />new crossing. The existing 8 Avenue/Hilyard Street crossing would be considered one of the two <br />th <br />existing crossings that would be closed. Lincoln Street and Lawrence Street were identified as <br />potential crossings that could be closed, since one or the other will be closed to facilitate the Eugene <br />Depot Platform and siding project. In addition, closure of a crossing is considered a railroad quiet <br />zone supplemental safety measure. <br /> <br /> <br /> <br /> 4 <br /> <br /> <br />
