<br />2!),2/!$ 15)%4 :/.% #)4):%. !$6)3/29 0!.%, <br />In November 2015, following the initial Diagnostic Team Review, Eugene Public Works Department <br />formed an 11-member citizen advisory panel to provide input on the proposed creation of a <br />railroad quiet zone (RRQZ) in the north downtown and Whiteaker areas of Eugene. <br />The charge of the citizen panel was two-fold: <br /> <br />Provide a recommendation to Public Works staff for supplemental safety measures at <br />each crossing in the rail corridor between Hilyard Street and Van Buren Street. <br />Provide a recommendation for funding safety measures. <br /> <br />0 ­¤« -¤¬¡¤±²§¨¯ <br />The 11-member citizen panel represented a diverse cross-section of the community. Stakeholders <br />included representatives from the Whiteaker Community Council, Downtown Neighbors <br />Association, residents directly affected (east end), residents generally interested, business owners <br />(west end), business owners (east end), people who bike, walk or use transit, people with <br />disabilities, the Eugene Area Chamber of Commerce, the Eugene Sustainability Commission, and the <br />Eugene Planning Commission. <br /> <br />0 ­¤« 0±®¢¤²² <br />The citizen panel met seven times with the first meeting in November 2015 and the last meeting in <br />November 2016. The panel reviewed the federal regulations regarding a railroad quiet zone and <br />the possible safety measures at each crossing as identified by the Diagnostic Review Team, visited <br />each crossing, discussed preferred alternatives at each crossing, and reviewed funding options and <br />timeframes for implementing a quiet zone. <br /> <br />Following review and discussion of options, the citizen panel made preliminary recommendations. <br />These recommendations were presented to the community in a variety of forums, as discussed in <br />the public engagement section of this report.
