Exhibit B <br /> To Ordinance No. PA 1221 <br /> <br /> FINDINGS IN SUPPORT OF AN ORDINANCE AMENDING THE EUGENE- <br /> SPRINGFIELD METROPOLITAN AREA GENERAL PLAN (METRO PLAN) TO <br /> CLARIFY AND PROVIDE GREATER FLEXIBILITY FOR PUBLIC SAFETY <br /> SERVICE DELIVERY IN THE EUGENE-SPRINGFIELD METROPOLITAN AREA <br /> (METRO PLAN, GROWTH MANAGEMENT, POLICY 15). <br /> <br />The following criteria from Lane Code 12.225(2), Springfield Development Code Section <br />7.070(3) and Eugene City Code Section 9.7730(3) shall be applied by the elected officials in <br />approving or denying an amendment to the Metro Plan: <br /> (a) The amendment must be consistent with the relevant statewide planning goals <br /> adopted by the Land Conservation and Development Commission; and <br /> (b) Adoption of the amendment must not make the Metro Plan internally inconsistent. <br /> <br />The Lane County Board of Commissioners makes the following findings with respect to the <br />criteria set forth in Lane Code 12.225(2): <br /> <br />Criterion #1: Lane Code 12.225(2)(a): The amendment must be consistent with the <br />relevant statewide planning goals adopted by the Land Conservation and Development <br />Commission. <br /> <br />Goal 1--Citizen Involvement: To develop a citizen involvement program that insures the <br />opportunity for citizens to be involved in all phases of the planning process. <br /> <br /> This Metro Plan amendment proposal is subject to the public notification and heating <br /> processes adopted by the City of Springfield in SDC 7.100, City of Eugene in EC 9.118 to <br /> 9.136, and Lane County in LC 12.240. This amendment was considered at a joint public <br /> hearing before the Springfield, Eugene, and Lane County Planning Commissions on <br /> February 1, 2005. On January 12, 2005, more than twenty days prior to the February 1, <br /> 2005 joint planning commission public heating, a legal ad was published in the Eugene <br /> Register Guard. <br /> <br /> Following a recommendation from the planning commissions, the Springfield and Eugene <br /> City Councils and Lane County Board of Commissioners held a duly noticed joint public <br /> hearing to consider approval, modification, or denial of the amendment on April 19, 2005. <br /> On March 30, 2005, more than twenty days prior to the April 19, 2005 joint elected official's <br /> public hearing, a legal ad was published in the Eugene Register Guard. <br /> <br /> Exhibit B: Findings in Support of Ordinance No. PA 1221 Amending the Eugene-Springfield Metropolitan Area General Plan <br /> (Metro Plan) to Clarify and Provide Greater Flexibility For Public Safety Service Delivery in the Eugene-Springfield <br /> Metropolitan Area (Metro Plan, Growth Management, Policy 15.) <br /> <br /> Page 1 of 5 <br /> <br /> <br />
