BACKGROUND <br /> <br /> On February 1, 2005, the Joint Eugene/Springfield/Lane County Planning <br /> Commissions conducted a public hearing on the proposed amendment to the <br /> Eugene/Springfield Metro Plan (Metro Plan) to Chapter II Growth Management <br /> Policy 15 that would provide greater flexibility in the service delivery of a countywide <br /> public safety special district in the Eugene/Springfield Metro Area; <br /> <br /> .The Joint Planning Commission closed the public hearing and left the record open for <br /> comments for seven days. Staff received two written comments: 1) a copy of the <br /> minutes from the June 28, 2004, Eugene City Council work session; and 2) written <br /> comments with attachments from Lane County Administrator, Bill VanVactor, dated <br /> February 8, 2005. <br /> <br /> II. PLANNING COMMISSION QUESTIONS/STAFF RESPONSE <br /> <br /> This section provides answers to the questions asked by Planning Commissioners. <br /> <br /> Q. Commissioner Hudspeth asked what were the implications of the e-mail from <br /> Eugene City Councilor David Kelly asserting that the City of Eugene was on <br /> record as not having any interest in special districts ? <br /> <br />A. It is not clear from the email if Counselor Kelly understood the nature of the proposed <br /> countywide public safety special district. In the June 28, 2004, minutes of the Eugene <br /> City Council, Counselor Kelly stated that he concurred with Metro Plan policies <br /> stating that cities were the logical provider of urban services, although he could see <br /> economies of scale that might be realized from the formation of countywide service <br /> districts overseen by the Board of County Commissioners.
