Thc first issue' is the concept of a <br /> countywide public safety special district. Thc second issue is to consider initiating non-site <br /> specific text amendments to the Eugene-Springfield Metropolitan Area General Plan <br /> (Metro Plan) in order to provide greater clarity in thc formation of a public safety special <br /> district while retaining consistency with the fundamental growth management principles of <br /> thc Metro Plan. <br /> <br /> HI. DISCUSSION <br /> <br /> A. Back~round <br /> <br /> Many county public safety services are funded primarily with property tax revenue, which <br /> flows to the county's general fund. Local property taxes are subject to constitutional, <br /> statutorial, and political and practical constraints.
