<br />'I The Sewer Committee presented. a petition from property owners asking
<br />that a sewer be constructed in the alley between 3rd and 4th Avenues from Polk
<br />Street West to tihe City limits. Such matter W$.S referred to the Sewer Committee
<br />for re'port at the next meeting of the Council.

<br />,; The City Attorney reported. further on the matter of procuring from
<br />:, the S. P. Railway Co. its old rieht-of-wa,y' on which the, Street car system formerly
<br />operated, between South University Street and Columbia Avenue, stating the Railway
<br />is hold.ing this for sale, and does not desire to deed it to the City without a real
<br />consideration. In connection therewith, a petition was read from residents in th~
<br />locali ty asking that 26th Avenue, two blocks of Columbia Street between 24th and
<br />26th Avenues, an.d two blocks of_Agate Street between 24th and 26th Avenues, be
<br />scarified, leveled, and. some gr?vel placed thereon to pu.t such highway in condition
<br />for Street Bus service during t:p.e coming winter. Such matter was discussed, and
<br />the Street Commissioner was dir~cted to look into the matter as to the feasibility,
<br />of doing such work, and it was referred to the Street Committee a.p.d the City
<br />Engineer for report at the nexitf meeting of the Council. '"I

<br />Councilman Washburne spoke on ~he.need of unifrom rules as adopted
<br />in other 'places to control flying at the Municipal Airport, and moved that such .
<br />" rules b,e adopted. Such motion was seconde1 and duly carried, and the Ci ty Attorney -
<br />,'was directed to prepare an Ordinance to that effect and present it at, the next
<br />i mee ting of the c ounc il. .

<br />A permit was granted to Clara Drury to operate a Romning House at 65

<br />;1 The Board of Viewers appoin ted to make a prelimin.ary report of the
<br />,'proposed opening of 14th Avenue from Willamette Street to Olive Street, submitted
<br />their findings, showing that it would cost about $19,000.00 to the City to open
<br />such Street, with a possible deduction of ,$5,000.00 for benefits which might be
<br />'assessed. Uter di scussion, it w~s moved. and unanimously carried that such matter
<br />be indefinitely laid on the table.

<br />'initiative petition signed by 927 residents vv.ho are certified by W. B. Dillard,
<br />'County Clerk, as being duly registered voters,.'wtlthin the City, initiating an .
<br />Ordinance pe.rmitting the opening and condueting of any Concert, Theater, Theatrical
<br />show, Motion Picture show, Vaudeville show, ,Minstrel show, or 'special exhibition
<br />in the City of Etlgene, on the first day of the week,comrnonly called Sunday, and
<br />,repealing all Ord.inances or parts of Ordinances of the City of Eugene so far as
<br />: the same conflic<6 therewith, and presented the same to the Ci ty Council for its I
<br />liconsideration. Considerable discussion was had thereon, and the City Attorney .
<br />II advised the Council as to the law governi.q.g such ala tters. It was then moved by
<br />IICouncilman Rugh, and seconded by Councilman Monroe, that such Ordinance be ordained,
<br />rland referreq. to ,the people at the November elect~on. Other Councilmen contended
<br />jlit was not necessary to take any action in the matter, as the proposed Ordinance
