<br /> Referx'ed by the Common Council of the City of Eugene to the legal voters
<br /> of said city, authorizing the common council of the City of Eugene to levy a
<br /> tax in excess of the six per cent limitation upon the city's tax levy, each
<br /> ~ear for five years, commencing with the levy for 1929, to produce annually
<br /> $2p,OOO.00, for the purpose of retiring interest warrants of said city, and
<br /> creating a fund to be known as "Interest Warrant Fund. 'T
<br /> The foregoing resolution and proposed charter amendment were filed in the
<br /> office of the City Recorder on the 9th day of September, 1929 .
<br /> The following are the form and numbers in which the Q.uestion will be sub-
<br /> mitted to the electors upon the official ballot.

<br /> and empowered, in its discretion, to exceed the six per cent constitutional
<br /> limitation upon the city's tax levy, each year, for five lears, and be author-
<br /> ized to levy taxes to produce in each year not to exceed $25,000.00 in excess
<br /> of such limitation, for the purpose of retiring interest warrants heretofore
<br /> or hereafter issued by said city, Said fund to be used for no other purpose.

<br /> Referred by the Common Counci I of the Ci ty of Eugene to the legal voters
<br /> of said c~ty, authorizing the cOrnmon council of the City of Eugene to levy a
<br /> tax in excess of the six per cent limitation upon the city's tax levy, each
<br /> ~ear, for five years, commencing with the levy for 1929, to produce annually
<br /> 25,000.00 for the purpose of retiring interest warrants of said city, and
<br /> creating a fund to be known as IIInterestWarrant Fund."
<br /> THE CITY OF EUG1~E DOES ORDAIN AS FOLLOWS:
<br /> I Be it enacted by the legal voters of the City of Eugene:
<br /> Section 1: - The Common Council of the Cit y of .B..ligene is hereby authorized
<br /> and empowered, each year, for five years, commencing with the levy made in 1929,
<br /> to levy, assess and collect taxes, upon all of the t,axable property of the City
<br /> of E'ugene, which shall produce annually $25000.00 for the purpose of creating
<br /> a fund. to 'be known as "Interest Warrant Fund" and to be applied to the payment
<br /> of interest warrants heretofore and hereafter issued by the City of Eugene.
<br />I Section 2: The approval of this amendment by a majority of the legal
<br /> vo ters, voting upon the Q.uestion, shall constitute a specific authorization to
<br /> the Common Council of the City of Eugene, in each year, for five years, commenc-
<br /> ing with the levy made in 1929, to exceed in each year the six per cent constitu-
<br /> tional limitation upon the city's tax levy, and said tax levy hereby authorized
<br /> shall be in addi tion to all other taxes which may be levied in said ci ty accord-
<br /> ing to law.
<br /> Section 3: This authori za ti on shall be exerci sed ih the di scre ti on of
<br /> the Common Council in raising any sum not in excess of $25,000.00, which the
