<br />Minutes of the adjourned meeting of' the COlTlmon Council held at the hoUl'
<br />of 7:30 o'cloc~k P. M. on February 24, 1930, there being present Mayor H. E.
<br />Wilder and all members of the Council.

<br />~ N'1r. McChesney appeared for the local union No. 685 and urged consideration
<br />,of ~he proposed ~vage scale for Hod Carriers, Building and General Laborers. On
<br />motlon the matiter was referred to the Ju.diciary Committee.
<br />
<br />The annual report of the Library for 1929 and the monthly report for
<br />January was placed on file.
<br />
<br />. The Recol~der reported as follows: Recei,pt of $9.05 fI'om Lane County for
<br />Justlce fees earned by recorder; Receipt of ~16l.30, State rebate on gasoline
<br />for 1929; Also toot a warrant was issued to the treasurer for the foreclosure
<br />of delinquent property liens; Also that F. Awad had paid a license fee of $4.00
<br />for peddling and returned during the hour and asked for a refund oh account of
<br />being compelled to leave the Ci ty a t once. On motion the l'ec order was instructed
<br />to refUnd the license. The recorder also reported that a lllimber of properties
<br />were to be sold on March 1st by Lane Coullt,T for tax delinquencies, and that the
<br />City of Eugene holds liens of various amounts against the properties.and that it
<br />will be necessary for the City to purchase these properties at the tax sale to
<br />protect their liens. On motion it was ordered that a committee, consisting of
<br />the c~airman of the finance commi t ~ee, the Ci ty Engineer, the City Att orney, and
<br />the Clty Recorder, check these proposed sales wit,h the City liens and be author-
<br />ized to act in the purchase, of any properties necessary to protect the City's
<br />in tere st.

<br />On motion the application of Mrs. H. M. Laing for 'a rooming house permit at
<br />70 East Broadway, approved by Chief Strait, was granted.
<br />
<br />A petiti6n of property owners for the grading and graveling of 24th Street
<br />between Agate and Emerald Streets was referred t~ the Street Committee.
<br />
<br />An anonymous letter regarding alleged display of indecent pictures by
<br />Picture Show House s was refer' re d to the poli ce co'mmi tt ee.
<br />
<br />A resolution authorizing the \7ater Board to 'sell C:ovel'nment bonds was on
<br />motion adopted,.

<br />RESOLUTION.
<br />
<br />WHEREAS, the City of Eugene, acting by and t'hrough its Water Board, pur-
<br />chased certain. Fourth Liberty Loan 4 1/4% Bonds, ,1933-38, to the amount of NINETY
<br />THREE THOUSAND ($93,000.00) DOLLARS par value, fz:om funds belon~ing to the Electric
<br />Department of the City of hugene, and Fourth Liberty Loan 4 1/4~ Bonds, 1933-38,
<br />amounting to FORTY-EIGHT THOUSAND ($48,000.00) DOLLARS from funds 'belonging to
<br />the \Va tel' Depa.rtment of the Ci ty of Eugene, the said bonds being bonds of the
<br />United States of America,
<br />
<br />AND WHEREAS, the sai d Water Board has control of said electric and water
<br />department,s of the City of Eugene and of funds peortaining thereto;
<br />
<br />AND ViliERE:AS, the said Fourth Liberty Loan Bonds will undoubtedly be called
<br />before, the 'bonds of the Elec tric and ~~la tel' Departmen tOs shall have matured;
<br />
<br />AND VillEREAS, the said Water Board desires to sell the said Fourth Liberty
<br />Loan Bonds and. to reinvest the funds derived from such sale in other securities
<br />for the investment of their sinking funds;
<br />
<br />AND WHERE;AS, the said Water Board has requested the Council to authorize
<br />the said 'Nate,!' Board to sell and dispose of the said bonds at the best price
<br />obtai nable;

<br />NOW, TB.-EREFORE, BE IT RESOLVED by the Common Council of the Ci ty of Eugene
<br />in regular session then being, that the said Water Board of the City of Eugene
<br />is hereby authorized and empowered to sell and dispose of the said NINETY-THREE
<br />THOUSiJiJD ($93,000.00) DOLLARS pal' value of Fourth Liberty Loan 4 1/4% Bonds of
<br />the United states of America, belonging to the Electrical Department of said
<br />City and FORTY-EIGHT THOUSAl'ifD ($48,000.00) DOLLARS par value of Fourth Liberty
<br />Loan 4 1/47~ Bonds of the United States of America, belonging to the Water Depart-
<br />ment, of said City.
