<br />Minutes of the adjourned meeting (if the Common Council, held at the hour
<br />of 7:30 o'clock P. M., on April 28,1930. There were present :Mayor H. E. Wilder
<br />and all members of the Council except Washburne and Simon. Mee ting called to
<br />o rde r by t he Mayo r. '

<br />M:r. Judd Stauffer, Chairman of the G. A. R. convention to be held in
<br />Eugene, June 24th, 25th, and 25th, applied for and was on motion granted the
<br />privilege of stree-ts for parade purposes, of planking the seats along the route
<br />of parade, and use of the park squares.
<br />
<br />The Judiciary Committee byCouncil.man Large recommended that the E. R.
<br />Means assessmen t should be se tt led between :Mr. Means and former owner of the
<br />property and that the claim should not be allowed by the City, and that the re-
<br />quest of the Jenning Reirs for release from payment of interest on their assess-
<br />ment should also be no t allow'ed. A motion was made, seconded, and carried that
<br />the report be adopted, and it was afterw'ards on motion ordered that the costs
<br />of advertising and abstracting in connec.tion with the foreclosure sale of the
<br />means property should be remitted.

<br />Chairman Hendershott of the Fire and Water Committee asked for further
<br />time in procuring the figures for the Air-port lighting cost; Also reported that
<br />the fire department, did not, have enough men in employment to inspect the resident
<br />district fire hazards, ' ,

<br />Bids for the grading and graveling of 24th Avenue from Emerald Street to
<br />Agate Street were opened and read as follows:
<br />A. C. Mathews . $489.20
<br />Eugene Sand & Gravel Co. ' 594.60
<br />Chairman Lamb of the Street Committee moved that the contract be awarded to A.
<br />C. Mathews in accordance with his bid, and the motion was seconded and carried.
<br />
<br />Chief Nusbaum of the fire department repor'ted tha. t he had turned over 250
<br />feet of old hose, no longer sui table for fire purposes, to the sewer department,
<br />and on motion the action was approved by' the council.
<br />
<br />A complaint was made as to the muddy condition of First Ave. between
<br />Madison and Monroe Streets.

<br />A peti tion for the paving of the alleys in the block bounded by Oak and
<br />Pearl Streets and lOth and 11th Streets was read and on motion of Mr. Lamb, Chair-
<br />man of the Street Committee, was granted.
<br />
<br />Petitions to the Council for the designation of a parking area in which
<br />wood trucks may stand for the pUl:'pose of selling wood, and supporting petitions
<br />from business men approving the designation of some particular place where vendors
<br />of wood can :park their trucks within fire zone No.1, were read and referred to
<br />the Judiciary Committee, and the Recorder and police instftlcted not to prosecute
<br />under t,he present ordinance pending the report of the committee.

<br />At this time Councilman Simon appeared in council.
<br />
<br />Ten sidewalk Improvement Ordinances were read the second time and passed
<br />their third reading by title by unanimous consent under suspension of the rule,
<br />and were placed on their final passage. The ayes and nays were called, all prese t
<br />voting aye, absent Washburne. The Ordinances were declared passed and numbered
<br />from 7762 to 7771, both numbers inclusive.

<br />The health committee requested that the Ordinance for the playing of musi-
<br />cal instruments, loud speakers, etc. within fire zone no. 1 be laid on the table
<br />for the present, and it was so ordered.

<br />An Ordinance levying assessment for the construction of a sidewalk on 13th
<br />Avenue East to be assessed against Lot 1, except the West 40 feet thereof, in
<br />Block 6 of Fairmount, was read the second time, and Attorney Sylvester C. Wingard,
<br />Admx. appeared and objected to the passage of the assessment, and the ordinance
<br />was referred to the street committee for further consideration.

<br />Ten Sidewalk Assessment Ordinances, having been read the first time on
<br />April 14th, ,1930, and registered notices for protest having been sent, and no
<br />protests being received, said ordinances were read the second time, and passed
<br />their third readings by ti tle by unanLnous consent under suspension of the rule,
<br />and were placed on their final passage. The ayes and nays were called, Council-
<br />men vo ting aye, seven, nay, none, absent Washburne. The Ol'dinances were declared
<br />passed and numbered from 7772 to 7781, both numbers inclusive.

<br />An Ordir~nce providing for the appointment of special pOlicemen for indefinite
<br />terms, either upon pay from the City of Eugene or from private sources or service
<br />without pay was referred to the Police Committee.
