There were present all councilrr.:en except Simon and Hendershott. <br /> <br />I <br /> <br />Minutes of the regular meeting of April 14th, 1930, and of the adjourned <br />mee t ing of April 28, 1930, were read and, approved. <br /> <br />The request was presented for the privilege of constructing a garage at the <br />proposed resicLence of Robert Betts at a distance of less than 15 feet from the <br />street line. On motion the request was referred to the street committee and City <br />Engineer with power to act. <br /> <br />l\t1.r. Bone~T inquired as to what action the council expected to' take in the <br />matter of the Laura Trachsel damage clai.m. The committee not being ready to re- <br />port on this [natter, it was ordered continued in their hands. <br /> <br />At thi s l:;ime Councilman Hendershott appeared in Council. <br /> <br />R. H. Parsons suggested to the council that the district within the bounds <br />of 17th and 19th Avenues between High and Hilyard Streets should be restricted to <br />pre ven t the moving of' old 11.00 ses O.,r' .coll~ltruction of unsightly buildings wi thin <br />this residence district. In the absence of the zoning lawi t was thought. nothing <br />could be done.. <br /> <br />Mr. Large of t.he Judiciary committee reported that in the oplnlon of the <br />committee it was not fair to allow wood tirucks to use the streets for business <br />purposes in competition with firms established and paying .I:'ent and'recommended <br />that their petition presented at the previous meeting of the council be denied, <br />and that the ordinance be enforced as now provided. A motion was made, seconded, <br />and carried to adopt the report. <br /> <br />Mr. Large also recommended that the request of.the Jenning Heir.s for relief <br />of the assessment referred to them at tr~ previous meeting should be granted so <br />far as the costs of advertising and. abstracting for the sale, but that they would <br />be required to pay the original amount assessed and interest. <br /> <br />I <br /> <br />The street committee by Chairman La.mb reported that the sidewalk patching <br />work was going ahead, and that since the 14th of April there had been about 202 <br />patches to cement sidewalks in the Northwest section of the City, and that three <br />sidewalk crews are handling the work. <br /> <br />The street committee also recommend.ed that the request of Mr. Wingaard for <br />reduction of assessment for sidewalk on 13th Avenue a t the Railroad intersection <br />be denied, and on motion the recommendation was adopted, but at a later suggestio <br />of the City Alitorney the ordinance for t;his assessment was continued for further <br />considera tion.. <br /> <br />The Ci t~l Engineer present ed the oral request of the Viewers of the 12th <br />Street Opening for i!).struct.l.ons as to what location the council desired them to <br />follow in locat ing and laying out the street andl on motion it was ordered that <br />they be requested to bring in figures on both of the copsidered locations. <br /> <br />A citizen's request f'or the cleaning up of Riverwood Parle was on motion re- <br />ferred to the Park Board. <br /> <br />Councilman Lamb reported that 13th and VHllamette Street was being blocked <br />with construction barricades and materials, and that there was no present activ- <br />ity on the building at this 'corner, and ~oved that the Building Inspector request <br />the contractors and owners to move the barricades back to the curb line unless it <br />appeared tha t constructi on work is to go forward a t once. Moti on was seconded <br />and carried. <br /> <br />Chairman Hendershott of the Fire alll Water Co~~ittee reco~nended that the <br />'I' petition for a street light at the corner of 12ijh and Polk Streets be granted. <br />i On motion the recommendation was adopted. <br /> <br />At this i~ime Councilman Simon appe2.red in Council. <br /> <br />I <br /> <br />At the suggestion of Chairman Zumwalt of the Health Committee the council <br />adopted the week of 1illy 19th to 24th as Clean Up Week and requested the press <br />to carry the news to the public. <br /> <br />Chairman Reid of the Sewer Committee callecl attention to the failure of the <br />property owner on East 13th Street to connect his plumbing to the sewer. The <br />subject was especially referred to the Building Inspector for his personal con- <br />sideration tomorrow morning. <br /> <br />Chie"f Hall recommend.ed. tha t MI'..
