<br /> I Minutes of the adjourned meeting of the Common Council, held at. the hour
<br /> of 7:30 o'clock P. M., August 25, 1930. There were present Mayor H. E. Wilder,
<br /> and all meaibers of the Council except Simon and Lamb. Meeting called to order by
<br /> the Mayor.
<br /> Tv1.r. Hyde, repre sen ting property owners on Indiana Avenue, asked for the
<br /> grading of that street and was instructed to bring in a pe ti tion of property owners "
<br /> and Ci ty Engi nee r Clubb was i nst ruc ted to pI' epare the ordinance and plans so that
<br /> the matter could be considered at the next Council mee tinge
<br /> A tamale vendor asked for permission to operate a street wagon and was ad-
<br /> vised that it would not be permitted in the business district.
<br /> The claim of the Lane County Abstract Company for $12.50, paid by warrant
<br /> --=-- No. 28425 on June 30, 1927, which warrant was never delivered to them, was referred
<br /> '.
<br /> to the finance' commi ttee herein.
<br /> The library re por t for July was ordered fi1;ed.
<br /> , ' ,
<br /> Estimates of Chase Company and Central Heating Company for furnace repairs
<br /> or replacement s were read, and tIr. Leighton of the Central Heating Company di scuss-
<br /> ed the city heating problem. ,On motion it was ordered that the Chase Company make
<br /> the temporary repairs on the present furnaces at approximately $50.00, and that the
<br /> Question of a permanent heating plan be considered by the next budget committee.
<br /> Dr. Kerron, City Health Officer, and Dr. Haskell of the United States Health
<br /> Department discussed a proposed ordinance relating to milk and milk products and
<br /> urged its passage. Councilman Washburne moved that the ordinance be considered by
<br /> the council at this time, and the mo t i on was s e co n ded by C ounc i 1 man Monro e and
<br /> carried. The ordinance was read in full on its first reading, and a motion was
<br /> made" seconded, and carried that the emergency'clause be eliminated from said ord-
<br /> inance. Motion was made, seconded, and carried that section 17, relating to penalt
<br /> be amended by fixing the amount of fine at $200.00 and the imprisonment for a perio
<br /> I not to exceed 100 days or by both such fine and imprisonment. On motion duly secon -
<br /> ed and carried the rules were suspended by unanimous consent, and the ordinance
<br /> read. the second and third time s by ti tle and placed on its final passage. Council-
<br /> men voting aye, Washburne, Reid, Hendershott, "Large, and Monroe, nay Zu~valt, absen
<br /> Simon and Lamb. The Ordinance was declared passed and numbered 7875.

<br /> The reQuest of the Texas Company for permission to install modern aIrport
<br /> gasoline and lubricating eQuipment at the municipal airport was read and referred
<br /> to the Fire and Water Committee.
<br /> An applica tion of J. F. S trai t was read asking the passage of a resolution
<br /> exonerating him as a City Officer was read, and on motion the following resolution
<br /> to that effect was adopted by the Council:

<br /> . WHEREAS, by reason of certain controversie s whi ch arose wi thin the Police
<br /> Department in the early part of 1930, it became necessary in the judgment oft he
<br /> Council to make certain changes in the police force in the City of Eugene in the
<br /> . interest of harmony,
<br /> And WHEREAS, as a part of said plan former Chief of Police, J. F. Strait,
<br /> "
<br /> was removed from his office,
<br /> , .
<br /> And VvHEREAS, sai d remo val was made by the Council as was then thought for
<br /> the good of the service without intending to cast any reflection upon character
<br /> and competency of said officer, and
<br /> I . WHEREAS, some misunderstanding seems to have arisen as to the cause of said.
<br /> to said officer should be explained. ~
<br /> removal which in fairness
<br /> NOW THEREFORE, be it resolved by the Common Council of the City of Eugene
<br /> that during his employment with the City of Eugene the said J. F. Strait was alway
<br /> an hones t, capable, and industrious city official, and that we believe him worthy
<br /> in every respect of employment and take ~
<br /> - this means of recommending him as a faith-
