<br />Minutes o~ the regular monthly session of the Co@non Council, held at
<br />7:30 o'cloclc I). M., April 13, 1931. Council was called to order by Mayor H.
<br />E. Wilder with all Councilmen present.

<br />Minuties of the regular meeting of March 9, 1931, and of the adjourned
<br />meeting o~ March 23, 1931, were read and approved.
<br />
<br />Chairman Large of the Finance Gommi ttee reported receipt of the annua.;L
<br />audi t from HOI'ton and Tyson, and moved that the same. be accepted and a warrant
<br />drawn to Gilbert H. Tyson for the contract price of $236.50. The- ayes and nays
<br />were e:alled, all Qounci Imen voting aye, nay, none.
<br />
<br />Mr. ]~arge also moved the payment of labor bills. in Oi ty Parks out of
<br />. unemployment :E'unds to be provided from the emergency fund as follows: F. L.
<br />Poindexter, $16.00;, P. P',Magen, $15.00; Hobi Campbel, $16.00; R. C. Shepard,
<br />$10.00; and A.. O. I;,iarey, $14.00, and that there be transferred from the street
<br />fund to the emergency fund the sum of $119.25 to cover over expenditure in the
<br />unemployment program for street improvements. The motion was seconded. The ayes
<br />and nays were called, all Councilmen voting aye, nay, none.

<br />Couneilman Edwards, Park Board ]Jlember, reported the cutting of flowers
<br />and shrubs in Hendricks Park, and on his recommendation the Park Superintendent
<br />was instructed. to place suitable signs notifying the public against this
<br />practice.

<br />~ A communication from the Ci ty Treasurer, Fred Wentworth, relating to
<br />the matter of City banks collecting a service charge on daily balances was read,
<br />and action by the City Council was held in abeyance pending the outcome of a
<br />, similar question between the banks and county treasurer.
<br />
<br />Repo,rts of the< Library Board, Chief of' Police, and Building Inspector
<br />for the month of March were read and ~iled.
<br />
<br />Application of Mrs. John DeMoss for a dance permit at Rankins Hall,
<br />approved by Chief Hall, was 'on motion gran ted.

<br />Request of Geo. Korn for cancellation of assessments against Lots 6, 7,
<br />'8 and 9, Block 3, Kincaid Park was read and referred to the Street Committee,
<br />City Attorney, and City Engineer.

<br />Co~rrQllications from the Eugene Garden Club, The Fortnightly Club, Eugene
<br />Kiwanis Club, Eugene Park Board, and a petition signed by various citizens pro-
<br />testing the building of an Elk pen on Skinners Butte, and a separate petition
<br />asking the city to complete the Elk pen as originally planned were read, and
<br />the matter was discussed befo,l:'e the council by M:rs. Martin, Mrs. Campbell, Mrs.
<br />Maxham, and Mr. McChe"sney. C'ouncilman Large moved that the matter be laid- over
<br />and that the Park Board be given an opportuni ty to be hear'd. Motion was seconded
<br />and carrie d.

<br />Communicationsfrom the Eugene Garden Club, protesting the slashing
<br />of native shrubs on Slcinners Butte, and also suggestions for the cleaning and
<br />beautification of the Pacific Highway through Lane County, particularly through
<br />the City of Eugene, were read and referred to the Park Board.
<br />
<br />An Ordinance providing a form for the issuance of $400,000 Power and
<br />Light Bonds, which are a unit of the ~1,250,000 Water and Light Bonds authorized
<br />by the Electors of the City of Eugene, May 27, 1929, ratifying the acceptance
<br />of the bid, and authorizing and directing the issuance and sale of said bonds,
<br />in accordance with said bid and proposal was read the first time, and passed
<br />its second and third reading by title by unanimous consent under suspension of'
<br />the rule, and. was placed on its final passage. i]he ayes and nays were called,
<br />all Councilmen voting aye, nay, none. The Ordinance was declared passed and
<br />numbered 8038.

<br />An Ordinan~e authorizing the execution of a contract with H. N. and
<br />Edna M. Elliott for the operation of a garbage dump was read the second and
<br />third ti Illes by ti tle and was placed on its final. passage. The aye s and nays
<br />were called, all Councilmen voting aye, nay, none. The Ordinance was declared
<br />passed and nu.mbered 8039.

<br />The following resolution was offered, and Councilman Zumwalt moved
<br />that it be adopted. Motion was seconded and carried:
