<br /> and suggested a plan for better distribution of sinking fund tax levies wi th
<br /> reference to rmturity requirements, and a full investment of funds at in t ere s t

<br /> Mr. Frank Berger appeared in opposition to the reassessment. His objection was
<br /> on motion duly seconded and carried, denied. The Ordinance passed its second
<br /> and third readings by ti tIe under suspension of the rule by unanimous consent
<br /> and was placed upon its-passage, Councilmen voting aye, six, nay, none, ab sen t
<br /> two. Ordinance was declared passed and numbered 8259.
<br /> An Ordinance levying an assessment of ~8.68 for Street landing at 8th
<br /> and Taylor Streets was read and laid over.
<br /> An Ordinance ordering a Special Election for submitting to the Electors
<br />.' of the City of Eugene, Oregon, at such special election, to be held on the 15th
<br /> day of September, 1931, the followir~ proposed amendment tot he Chal"'ter of the
<br /> City of Eugene, referred to the electors of said City by the Cornman Council for
<br /> their approval or rejection, and prov iding for polling places and for the ap-
<br /> pointment of JUdges and Clerks of the Election, and all acts necessary for the
<br /> car ry i ng on of said election, and declaring an emereency, was read and passed
<br /> its second and third readings by title and placed upon its final passage upon
<br /> unanimous consent of the Counci 1. The ayes and nays were called, counc ilmen
<br /> voting aye, six, nay, none, absent two. The Ordi nance was declared passed and
<br /> numbered 8260.
<br /> An Ordi nance regula ting t he hours of business when, and the place of
<br /> business where, uncl1red and,uncooked meats are sold, offered for sale, received
<br /> or delivered; :prescribing a penalty for violation thereof, and declaring an
<br /> emergency, was reaa and laid over.
<br /> Dr. S. M. Kerron and a delegation of meat dealers appeared in favor
<br /> of the above proposed ordinance.

<br /> articles or material easily littered or blown. about, in any vehicle upon the
<br /> streets of the City of Eugene, Ul11ess the same shall be covered in such a manner
<br /> as to prevent litter upon the streets of the City of Eugene, and providing a
<br /> penalty and declaring an emergency, was read and passed its second and third
<br /> reading by title, upon unanimous consent of the Council and was placed upon its
<br /> final passage, Counci Imen voting aye, six, nay, none, absent two. The Ordinance
