<br /> Report of the Eugene Public Library for the month of S.eptember was place
<br /> on file.

<br /> Recorder presented the suggestion of Dr. DeBusk that the Council by mean
<br /> of red lights or other device take steps to protect against possible accide.nts to
<br /> tra'ffic and p.rel'perty by reason of the d:ead end streets at the intersection of
<br /> lOth and Mill Streets. The matter .was referred to the Street Committee with
<br /> power to ac t.
<br /> Re:ports . of Mr. Z,umwal t, Chai rman of the Heal thCoffilni tt ee , City Attorney
<br /> . Calkins" Chief of Police Bergman, and Fire Chief Nusbaum, declaring the building
<br /> at 1432 Villard Street a nuisance and a menace to health and a fire menace, were
<br /> read.
<br /> At this time Councilman Reid appeared in Council.
<br /> The following resolution providing for a hearing on the question of
<br /> alleged nuisance at 1432 Villard Street and proviQing for the giving of notice
<br /> to owners and agents of the property of said ,hearing and consideration thereof
<br /> by the C1 ty Council was read, and mo ti on was made and sec onded to adopt the same.
<br /> The ayes and nays were called, all Councilmen voting aye, nay, none.
<br /> n RESOLUTION
<br /> Whereas there has been presented to the Common Council of the City of
<br /> Eugene a petition from t:j. large number of residents living around and about that
<br /> certain premises de signa ted as 1432 Villard Street in Fairmount, Eugene, Lane
<br /> I County, Oregon, and further, a report from the Chief of Polic.e, a report from
<br /> the Fire Chief, a report from the Chairman of the Health Gommi ttee, and a report
<br /> from the C1 ty Att orne y, each and all denouncing the building on said premi~es as
<br /> a dangerous huilding as defined in Ordinance No. 8292, and recommending to the
<br /> Common Council that the same be dismantled,
<br /> Therefore
<br /> BE IT RESOLVED BY THE COmmN COUNCIL OF THE CITY OF EUGENE:
<br /> That a public hearing is hereby called to be held in the office of the
<br /> . City Recorder in the City Hall in the City of Eugene at 7:30 o'clock P. M. on
<br /> Monday, November 14; 1932, at which time and place all persons interested will
<br /> be heard upon the question as to whether or not the buildings located on Lots 8
<br /> and 9, Block 6, Fairmount, being at No. 1432 Villard Street in Eugene, Oregon,
<br /> are dangerous under the provisions of Ordinance No. 8292, and as a part of said
<br /> hearing the Common Council itself shall inspect said buildings and such inspectio
<br /> shall be considered by it in determining whether or not said buildings are danger-
<br /> ous.
<br /> I Be it. further resolved that the City Recorder be and he is hereby dir-
<br /> ected to forthwith Imil to F. G. Johnson, redemptioner, Pacific Sailings & Loan
<br /> Associa ti on, of Tacoma, Washi4'Ston, purchaser at sale and present owner, and to
<br /> F. M. Cashman, as agent of the owner, notice of the time and place and purpose
<br /> of said hear il:1;g , and that at said time and place this Council shall determine 'by
<br /> resolution whether or not said buildings are dal~erous. In addition thereto the
