<br /> I hereby call a special meeting of the COliliilon Council to meet at the Council
<br /> Chambers in the City Hall on Friday, December 15th, 1935, at 5:00 o'clock P.M.,
<br /> for the purpose of considering and passing a Resolution relating to a guarantee
<br /> to the Oregon State Highway Commission, and to the Bureau 0 f Public Roads of' the
<br /> Department of Agriculture of the United States, concerning the use of' East
<br /> Broadway Street aln Franklin Avenue, and an Agreement by the Ci ty of Eugene to
<br /> maintain Highways improved under National Industrial Recovery Act.

<br /> Pursuant to the notice of Special Council meeting, the Council was called
<br /> to order in special session by Mayor Large, at 5:00 o'clock P.M., December 15th,
<br /> 1933, with all Councilmen present except Simon, Zumwalt and Edwards.
<br /> The following Resolution relating to a g~arantee to the Oregon State
<br /> I Highway Commission, and to the Bureau of Public Roads of the De~partment of
<br /> Agriculture of the United States, concerning the use of East Broadway Street
<br /> and 1!'ranklin Avenue, which resolution is hereinafter ifully set out in the minutes
<br /> " of this me e ting, was read.
<br /> Councilman Lamb moved the adoption ~f the resolution. The mo ti on was
<br /> seconded by Councilman Hendershott, and the ayes and nays were called, Council-
<br /> men voting aye: Lamb, Hendershott, Reid, Bond and Harris. Nay: None, Absent,
<br /> Councilmen Simon, Zumwalt, and ~dwards, and the resolution was declared passed.

<br /> WHEREAS, State Highway No. 1 of the- State of Oregon, known as the Pacific
<br /> Highway, is routed through the Ci ty of ~'ugene, Lane County, Oregon, a Municipal
<br /> Corporation, and the route officially adopted for said highway by the State
<br /> . Highway Commission traver~es the following street or stree ts, or avenue s, of
<br /> sai d Oi ty; to-wi t : East Broadway S tree t and Franklin Avenue.
<br /> c AND, WHEREAS, the State Highway Co~nission of the State of Oregon is
<br /> desirous of receiving Feaeral Aid for the improvement of said highway,
<br /> AND, WHEREAS, ~he Bureau of Public Roads of the Department of Agriculture
<br /> of the United States will not participate in the construction of said Highway
<br /> .
<br /> until and unless the said C!'ty of l!,'ugene will _guarantee by resolution officially
<br /> adopted by the City Council of said City, that no encroachments will be permitted
<br /> I upon the right-of-way of said highway within the corporate limits of said City,
<br /> which will permanently obstruct or interfere with the free and convenient flow
<br /> of traffic over said highway through said City; and will so regulate parking of
<br /> vehicles on said streets or avenues traversed by said highway that the free,
<br /> convenient and safe flow of traffic shall not be impeded; and aeree not to impose
<br /> <
<br /> unreasonable limitations of speed upon said highway, nor impose any regulations
<br /> .'
