I <br />~:j- <br />.~~~ <br />.I'-,\,~ Minutes of the adjour.ned meeting of the Cownon Council held at the hour <br />- <br /> of 7:30 o'clock p. M., June 25, 1934. Council was called to order by JilTayor Large, <br /> with all Councilmen p~sent except Mr. Reid. <br /> Mr. Hugh Rosson and C. S.D}.llon appeared before the Council and asked that <br /> the Council grant them concessions for the closing of streets and the suspension <br /> of license fees for the' Pageant, and on motion the matter was referred to the <br /> Street Committee with power to act. Later the appointment of this committee was. <br /> rescinded, and on motion and consent of the Council the Mayor appointed a permanent <br /> pageant committee consisting of Councilmen Lamb, Simon and Bond, Chairmen respect- <br /> ively of the Street, Police and Fire and Water Committees, to act as a permanent <br /> Council Committee on matters concerning the pageant. <br /> 1 Miss Kneeland and Mrs. Joseph H. Jackson complained of the condition of grass .' <br /> j and rubbish on a city lot at 22nd and Fairmount Boulevard, The Street Commissioner <br /> I was directed to clear up or burn off the grass on this lot. <br /> II <br /> II ~he question. as to whether the city has any authori ty to enforce an ordinance <br /> ! ~egard1.ng the dump1.Dg of trash ang. garbage on vacant lot s, was re ferred to the <br /> I Heal th and Poli ce Commi t tee s. <br /> At this time Councilman Reid appears in Council. <br /> Mr. I. T. Loomis who desires to build a wooden annex to the present wooden <br /> building on the used car lot at the Northea,st corner of Eighth and Pearl Street, <br /> contrary to the Building Code, was referred to the Board of Appeals. <br /> Mr. Shrode, comfort station caretake~, complained of the lighting in the <br /> Park, and also related conditions there which he asserted demanded better police <br /> patrol. <br /> I An audience appeared before the Council on the subject of establishment of I <br /> Ii the Transient Relief Headquarters in the CCC Camp West of Skinner's Bu tte Park. <br /> I Mrs. Edmunson, representing the Business and Professional Women, Mrs. Horton from <br /> i the Women's Federal Clubs, Mrs. Maxham, Mrs. Pursley, Mr~ Sprague, Playground <br /> II Ins~ructor! ?ommunication~ ~rom t~e Parent Teacher's Associati?n, and. t~e American <br /> I, Leglon Aux1.11.ary; and petlt~ons slgned by a large number of prlvate c1.t1.zens, <br /> i, opposed the plan. Dr. Winchell called a tten tion to the possi ble closing of the <br /> I swimming pool on account of the spread of infantile paralysis, and suggested that <br /> I congregation of large groups of children should be avoided and that it would be a <br /> I matter of health protection to segregate them into small groups. at different <br /> I available playgrounds in the city. A communication was read from C. W. Reynolds, <br /> I Director cf Transient Acti.ities in the State of Oregon for the Federal Emergency <br /> Relief Administration, indicating that tfle present shelter would be closed some- <br /> where between the 28th of June and the 1st of July, and the transient service <br /> discontinued unless the City of Eugene provides a suitable location. Councilman <br /> Lamb moved that if the Government was willing the City authorize the removal of the <br /> transient relief burea~ to the CCC buildings at Kiwanis Park. Motion was seconded <br /> and the ayes and nays called. Councilmen voting aye: Lamb, Simon, and Edwards. ~. <br /> I Nay: Hendershott, Reid, ZUONvalt, Bond, and Harris. The motion was declared lost. <br /> -;=? <br /> II Further discussion of the matter ensued and some new lights were thrown upon the <br /> II question, after which Councilman Bond moved a reconsideration of the original <br /> II moti on. The moti 0 n was se conde d and carrie d to rec onsi del', af tel' wh i ch, on mo ti on c <br /> IOf Councilman Edwards, which was seconded and carried, the original motion v~s <br /> amended to read that \uth the consent of the Government the Council approves the <br /> removal of the Transient Relief Bureau to the CCC buildings at Kiwanis Park, with <br /> the understanding that p~per police patrol be provided and that if and when more <br /> suitable quarters appear available that use of this location be discontinued. The <br /> motion was seconded and the ayes and nays were called, Councilmen voting, aye: <br /> Lamb, Simon, Bond, Edwards and Harris. Nay: Hendershott, Reid and Zumwalt. The <br /> motion was declared carried. <br /> I <br /> The Judiciary Committee, by Chairman, Edwards, reported adversely on the <br /> I request of the Pacific Savings and Loan Association for :r-ebate on property, 'being <br /> la part of Lot 1, Block 2, Cherry Grove Addition to Eugene, and on motion the I <br /> report was adopted. <br /> Chairman Hendershott of the Finance Committee reported the purchase from <br /> Ferris & Hardgrove, out of the General Bond Sinking Funds, of $6,000.00 Clackamas <br /> County 4~% Road Bonds. $3,000.00 due March 1, 1940 and $3,000.00 due March 1, 1941, <br /> to yield 4.25 per cent, for a total consideration of $6,161.36 and accrued inte~st <br /> of $88.67. And also the purchase from Baker, Fordyce and Harpham Company of $5,000 <br /> Eugene Improvement 5'~ Bonds, due October 1, 1936 at 99t per cent, purchased out of <br /> city fUnds for the payment of city intersection liens. On motion duly seconded and <br /> carried the purchases were approved. <br />~ I! -. <br />
