<br />Minutes of the adjourned meeting of the Common Council, held at 7:30 o'clock
<br />P. M., February 25, 1935. Council was called to order by Mayor Large, with all
<br />Councilmen present except Mr. Reid.
<br />
<br />The M~yor called for citizens presentations, and Mr. F. L. Cook presented a
<br />Resolution from the Ministerial Association of the Lane County Dry Association,
<br />stating that the responsibility for drinking must rest upon the shoulders of the
<br />city fathers in case the zone is repealed.
<br />
<br />Mr. Gordon Wells, spokesman for Gossers, College Side Inn, and the Oregana,
<br />pointed out in detail that the liquor ordinance .is unconstitutional.
<br />
<br />Mrs. Elder addressed the Council and pointed out that there was such a small
<br />percentage of students tha.t were buying beer in these places and we should consider
<br />the majority. She then introduced Mrs. Devereaux who read some personal letters
<br />from mothers over the State. Rev. Higginbotham pointed out tha.t the City of
<br />Eugene would be endangered if the liquor zone is repealed, due to the fact that we
<br />have a habit" of treating, which causes ordinary cont~olled individuals to become
<br />addicts to liquor beverage. '

<br />Barney Clark, a student, addressed the Council and stated that a majority of
<br />the students came to school not to be placed in a dry zone, but wanted to be
<br />treated like ordinany human beings.

<br />Mrs. H. C. Saunders addressed the Council stating that in a discussion of
<br />this nature we should not place money before the future lives of our young students
<br />Charles Devereaux, a High School student, pleaded for a dry zone for the sake of
<br />the young people.

<br />Gene Allen addressed the Council, bringing out the point that as far as a
<br />student Choosing between Oregon and Oregon State, that had very little leeway as
<br />"the State Board of Higher Education has arranged the curricula in such a manner tha
<br />there is practically no choice.

<br />Bert Mustoe stated that as far as the zone was concerned he knows that both
<br />the wets and the dries in the zone want that zone repained. Mr. Devereaux address-
<br />ed the Council, pointing out that Eugene has had to struggle too long a time
<br />against the Oregon State College to give them any additional advantage by repeal-
<br />ing our dry zone. Mrs. M. Y. Warner addressed the Council asking that temptation
<br />be removed from the University of Oregon students, and that we should consider the,
<br />educational rather than the commercial. "

<br />Upon motion of Councilman Lamb, the Ordinance repealing Ordinance No. g3gg
<br />entitled "An Ordinance creating a zone around the University of Oregon in which it
<br />shall be unlawful to sell alcoholic liquors. ", passed by the Common Council April
<br />9, 1934, and approved by the Mayor April 10, 1934, and declaring an emergency;
<br />having been read the required number of times, was voted upon. Ayes and nays were
<br />called, Council~en voting aye, Lamb, Hendershott, Bond and Carlson. Nay, Simon,
<br />Zumwalt and Harrie. Absent Reid. The Ordinance was declared passed and numbered
<br />g407.

<br />Mrs. Elder thanked the Council for the very serious consideration that they
<br />had given this problem, and Mr. Landaker took the opportunity to thank the Council
<br />for not permitting the recent Scout Circus to show on Sunday.

<br />At this time Councilman,Reid appeared in Council.

<br />Whereas the Common Council has had under consideration

<br />the matter of the retention of a zone around the University
<br />of Oregon in which beer shall not be sold, and petitions have
<br />been presented by citizens of Eugene favoring retention of the
<br />zone and Urging that it be discontinued, each group basing their
<br />contention upon the welfare of the student body, and
<br />Whereas, the welfare of the student body is peculiarly
<br />the charge of the University of Oregon and their trained
<br />
